ACR DEVIATING WX GIVEN VECTOR LATER ON HDOF TOLD HE WAS IN RESTR AREA THAT WAS HOT.

Narrative

ENRTE FROM LAX TO PHX; OBSERVED A LINE OF WX (TSTMS) ALONG THE ARLIN ARR. ATC (ZLA) ADVISED US OF THAT LINE OF WX IN ADDITION TO OUR RADAR OBSERVATION; AND ISSUED A S HDG FOR AVOIDANCE; STATING TO US 'WHEN YOU CLR THAT LINE OF WX; YOU'LL HAVE A CLR SHOT TOWARD PHX. EVERYONE ELSE HAS BEEN TAKING THE SAME DEV AND HAD A GOOD RIDE.' ATC ISSUED US A VECTOR; A HDG OF 120 DEGS TO MY RECOLLECTION. WHEN WE WERE HANDED OFF TO ZAB; THE CTLR ASKED US IF WE KNEW WE WERE IN A RESTR AIRSPACE. WE RESPONDED IN THE NEGATIVE AND TO HIS FURTHER INQUIRY WE EXPLAINED THAT WE WERE ON AN ATC ASSIGNED HDG FOR WX AVOIDANCE. THE CTLR AGAIN STATED THAT WE WERE IN A RESTR AIRSPACE TO WHICH WE RESPONDED THAT WE WERE VECTORED BY ATC. THE CTLR ISSUED US A L TURN HDG WHICH WE COULD NOT COMPLY WITH DUE TO A TSTM ON OUR L AND SO ADVISED HIM. HE THEN ASKED US IF WE WERE DECLARING AN EMER. BEFORE WE HAD A CHANCE TO EVALUATE OUR SIT WITH ATC AND COME UP WITH AN ANSWER; THE CTLR ASSIGNED US A CODE 7700 FOR THE XPONDER AND GAVE US A TELEPHONE NUMBER TO CALL ZAB. AFTER ARR AT PHX I CALLED CTR AND TALKED TO SUPVR WHO EXPLAINED TO ME THAT WE WERE 'RAILROADED BY ZLA' TO USE HIS WORDS. HE STATED TO ME THAT ZLA COORDINATED WITH YUMA OUR ENTRY INTO THE FIRST RESTR AIRSPACE; BUT FORGOT TO DO THE SAME WITH LUKE AFB FOR THE SECOND ONE. HE STATED AGAIN THAT IT WAS ZLA'S FAULT AND NO PLTDEV HAS OCCURRED.
