RWY CONDITION SURFACE ROUGHNESS. ACR CAPT RPTS THAT THE ENTIRE SURFACE OF RWY 2-20 AT OGG IS SO ROUGH THAT ACFT ARE BLOWING THEIR TIRES.
Narrative
THE USUAL TOUCHDOWN ZONES FOR RWY 2/20; ALONG WITH THE ROLLOUT AREAS HAVE BECOME ROUGH AND UNEVEN CAUSING THE ACFT TO VIBRATE ON TKOF AND LNDGS. SEVERAL ACFT HAVE BLOWN TIRES AND IT IS BELIEVED THAT THE UNEVEN SURFACE WAS A CONTRIBUTING FACTOR. ARPT NEEDS TO DEVELOP AND IMPLEMENT A MORE AGGRESSIVE RWY MAINT PROGRAM. IN ADDITION; THE RWY NEEDS TO BE EXTENDED TO ADD MORE SAFETY WHEN OPERATING IN THE USUAL WINDSHEAR CONDITIONS AT THE MAUI ARPT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS RPT FROM A B737-300 CAPT IS SIMILAR TO A PROB AT HNL RPTED BY ANOTHER CAPT. IN THIS CASE RWY 2/20 IS BREAKING UP ALONG ITS ENTIRE SURFACE AND NEEDS; AT LEAST; TO BE CAPPED ACCORDING TO THE RPTR. THE OTHER RWY 5/23 WOULD BE USED WHILE RWY 2/20 IS BEING REPAIRED. HOWEVER; THE STATE SAYS THAT THERE IS NO MONEY FOR REPAIRS AND ADDITIONALLY; A GROUP OF HOMEOWNERS HAVE GOTTEN AN INJUNCTION AGAINST OPS FROM RWY 5/23 BECAUSE OF THE EXTRA NOISE. THE RPTR CLAIMS THAT THE SURFACE OF RWY 2/20 IS SO BAD THAT ACFT ARE BLOWING TIRES AND THAT AN ACR DC10 ALMOST WENT OFF THE END OF THIS RWY LAST WK DUE TO BLOWN TIRES. THE CAPT SAID THAT PERHAPS THE ONLY SOLUTION WOULD BE TO CLOSE THE ARPT AT OGG FOR THE TIME IT WOULD TAKE TO CORRECTLY REPAIR THE ENTIRE SURFACE OF RWY 2/20. STILL SOMEONE OR SOME ENTITY WILL HAVE TO PAY FOR IT.
