ATX PLT INADVERTENTLY ENTERED A RESTR AIRSPACE.

Narrative

DEPARTED RWY 04 AT MANTEO. TURNED TO HDG 355 DEG PASSING THROUGH 600 FT MSL. ATTEMPTED COM WITH ZDC CLBING THROUGH 1000 FT MSL. NO CONTACT. PREVIOUSLY ON THE FLT TO MANTEO; ZDC HAD SWITCHED ME TO ANOTHER FREQ OTHER THAN THE PUBLISHED (123.85) DUE TO RADIO PROBS AT CTR. THE CEILING WAS 5/10 BROKEN SO I CLBED VFR IN VMC THROUGH THE CEILING TURNING WSWBOUND AND SWITCHED TO THE ALTERNATE FREQ CTR HAD USED WHEN I WAS INBOUND TO MANTEO. RBX VOR INDICATOR APPEARED TO FUNCTION PROPERLY AND KNOWING I WAS N OF MQI I TURNED SW TO INTERCEPT. TYI WAS TOO FAR AWAY TO YET RECEIVE A SIGNAL. THE CEILING WAS SOLID W OF MANTEO AND I HAD NO GND CONTACT. I REMAINED VFR ON TOP AND CONTINUED TO ATTEMPT CONTACT WITH CTR. PASSING THROUGH 4000 FT CTR ANSWERED AND SAID I JUST ENTERED RESTR AIRSPACE S OF V189. I WAS GIVEN A VECTOR OF 335 DEGS TO CLR THE RESTR AREA. THE #1 VOR STILL INDICATED I NEEDED TO PROCEED SW TO INTERCEPT V189; BUT THE ADF TUNED TO MQI VERIFIED I WAS OFF TRACK. CONTRIBUTING FACTORS WERE STRONG WINDS AT THE SURFACE AND ALT FROM THE NE (12 MI GUSTING TO 20 MI ON THE GND AND FROM 040 DEGS.) BROKEN LAYER AT MANTEO BECOMING SOLID OVCST PREVENTING GND REF TO CLR RESTR AREAS N AND S OF AIRWAY. LACK OF GOOD; RELIABLE COMS WITH CTR IN THE VICINITY OF MANTEO. EVEN THOUGH NOTAMS STATE VOR DME WRIGHT BROTHERS AT MANTEO 'MAY BE SHUT DOWN' I FAILED TO VERIFY THE PROPER MORSE CODE SIGNAL AND THOUGHT IT WAS WORKING BECAUSE OF THE PROPER INDICATION RECEIVED WHEN INBOUND TO MQI FROM THE NW ON V266. I ALSO FAILED TO UTILIZE THE ADF AS A BACKUP VERIFICATION OF POS WHILE VFR ON TKOF. GOT DISTRACTED ATTEMPTING TO ESTABLISH COM WITH CTR. CORRECTIVE ACTION: I HAD REVIEWED ALL NOTAMS PRIOR TO FLT FOR BOTH IFR FLT PLANS AND WAS AWARE RBX MAY BE SHUT DOWN. I SHOULD HAVE VERIFIED THE MORSE CODE SIGNAL. I SHOULD ALSO HAVE CLBED TO ALT OVER MQI AND ESTABLISHED CONTACT WITH CTR PRIOR TO HDG W ON V189. I SHOULD HAVE XCHKED THE ADF POS INDICATION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE WAS OPERATING A PIPER ARROW ACFT AND THAT THE FAA DID NOT EVER CONTACT HIM REGARDING THIS INCIDENT. HE HAD BEEN BRIEFED THAT A NOTAM HAD BEEN ISSUED STATING THAT THE RBX VOR WAS SOMETIMES OTS.
