MLG ON APCH FAILS TO MAINTAIN REQUESTED SPD.

Narrative

WE WERE ON A FLT FROM BHM TO BNA. HVY RAIN ON TKOF FROM BHM AND RAIN PRETTY MUCH CONSTANT ENRTE. AREA OF TSTMS FROM S OF BHM TO N OF BNA. FLT ATTENDANTS STAYED SEATED ENTIRE FLT BECAUSE OF TURB. NUMEROUS DEVS ENRTE AND DSCNT INTO BNA BECAUSE OF TSTMS. ON CHK-IN WITH BNA APCH; WE WERE TOLD TO EXPECT RWY 20R ILS. FO WAS FLYING AND ILS RWY 20R WAS BRIEFED. NOT LONG AFTER; WE WERE CHANGED TO ILS RWY 20L; AND WE QUICKLY BRIEFED THAT APCH. ON A CLOSE-IN DOWNWIND; WE WERE CHANGED AGAIN TO RWY 20R ILS; TURNED ON A 10-11 MI BASE (CLOSE-IN) AND SLOWED TO 170 KTS. WE WERE STILL AT ABOUT 4900 FT MSL; DSNDING. WE WERE TURNED ON FINAL AND TOLD TO MAINTAIN 170 KTS TO THE FAF. THE FO WAS RELATIVELY NEW AND WITH THE CHANGE IN APCHS; CLOSE-IN FINALS; AND TRYING TO GET IN ANOTHER QUICK BRIEF FOR ILS RWY 20R; HE STARTED TO GET A LITTLE OVERLOADED; AS WAS I. WE CONFIGURED AND SLOWED TO ABOUT 145 KTS AT ABOUT 8 MI. THE APCH CTLR ASKED US OUR AIRSPD; AND I STATED WE WERE SLOWING TO APCH. HE JUMPED ALL OVER US; STATED THAT WE WERE TOLD TO MAINTAIN 170 KTS TO THE MARKER; THERE WAS TFC TO FOLLOW. RATHER THAN ARGUE; I STATED WE WOULD PICK UP THE SPD. WE LANDED UNEVENTFULLY. THE APCH CTLR WAS BUSY WITH TFC AND THE DEVS FOR WX; BUT THEY DON'T SEEM TO UNDERSTAND THAT WE'RE BUSY TOO. THEY CHANGED OUR APCH RWY TWICE; NEVER TOLD US OUR SEQUENCE; AND EXPECT US TO MAINTAIN SPD ON A CLOSE-IN FINAL IN WX. A GREAT HELP TO PLTS IS IF THE CTLRS CAN TELL PLTS THEIR SEQUENCE ON APCH; ESPECIALLY IF #1.
