ACFT EQUIP PROB. LNDG GEAR WOULD NOT LOCK UP.
Narrative
FLT OPERATED AS ACR DEPARTED CVG GATE AT XA00 ON OCT/XX/95; SCHEDULED DEST CMH. AFTER TKOF; WITH POSITIVE RATE OF CLB; LNDG GEAR HANDLE WAS MOVED TO THE 'UP' (GEAR RESTR) POS. WHILE CLBING OUT WITH IAS BELOW MAX GEAR RETRACTION SPD (SPD WAS APPROX 135-140 KTS IN CLBOUT); THE LNDG GEAR HANDLE INDICATOR SHOWED A GEAR UP UNSAFE INDICATION. WHILE CLBING OUT WITH SPD IN 135-145 KT RANGE; THE GEAR WAS RECYCLED DOWN; RESULTING IN A NORMAL '3 GREEN' DOWN/LOCKED INDICATION. THE GEAR HANDLE WAS THEN RETURNED TO THE UP POS; RESULTING IN AN UNSAFE UP INDICATION. LNDG GEAR WAS THEN RETURNED TO DOWN/LOCKED POS WITH NORMAL '3 GREEN' INDICATION. CAPT CONTACTED COMPANY MAINT BY RADIO; AFTER ACCOMPLISHING ABNORMAL PROC GEAR UNSAFE CHKLIST. MAINT DETERMINED THAT THE FLT COULD BE OPERATED WITH LNDG GEAR DOWN TO DEST (CMH) SINCE LNDG GEAR UNSAFE WAS A DEFERRABLE ITEM ON THE MEL (A MECH WOULD BE REQUIRED TO PIN GEAR DOWN AFTER LNDG AT DEST). CAPT THEN CONTACTED COMPANY FLT CTL BY RADIO; WHO ALSO AGREED THE PROB WAS DEFERRABLE; AND WITH FUEL ON BOARD AND WX; THE FLT SHOULD PROCEED TO DEST (CMH) WITH GEAR DOWN. CAPT DISCUSSED WITH FLT CTL AND MAINT THAT THE ABNORMAL CHKLIST STATED WITH THIS SIT THAT THE LNDG GEAR SHOULD BE PLACED DOWN/LOCKED; WITH A LNDG AT NEAREST SUITABLE ARPT. MAINT AND DISPATCH CONFIRMED BY RADIO; THAT SINCE IT OCCURRED AFTER DEP; SIT WAS DEFERRABLE AND FLT COULD CONTINUE WITH 27 PAX TO DEST. FLT LANDED AT CMH WITH A NORMAL LNDG; NO EMER DECLARED; BUT CFR EQUIP AVAILABLE ON LNDG AS PRECAUTION.
