ACFT EQUIP PROB. ENG STUCK AT 20 PERCENT TORQUE FERRY FLT FLT ATTENDANTS ON BOARD AGAINST REGS.

Narrative

ON OCT/XX/95 I PILOTED A BAE ATP ON FLT XYZ TO AKRON CANTON; OH. UPON ARR #1 ENG ROLLOVER LEVER WOULD NOT REVERSE AND ENG WAS STUCK AT 20 PERCENT TORQUE. AFTER AN ENTIRE DAY WAITING FOR MAINT PERSONNEL WORKING ON THE ACFT TO DETERMINE THE ACFT NEEDED TO BE FERRIED TO SBN. A FERRY PERMIT WAS OBTAINED AT APPROX XX00Z. THE ONLY RESTRS ON THE FERRY PERMIT WERE NO XWIND LNDG IN EXCESS OF 10 KTS; NO TAILWIND COMPONENT AND LNDG ON DRY RWY ONLY. NO RESTR LIMITING FLT ATTENDANTS FROM THE ACFT WAS DOCUMENTED OR RELAYED TO ME. THE GENERAL OPS MANUAL (PARAGRAPH 12.17; ISSUANCE OF SPECIAL FERRY FLT PERMIT; C) STATES THE FERRY PERMIT MUST CONTAIN ALL RESTRS TO THE FLT. THE LNDG RESTRS WERE STATED HOWEVER THERE WAS NO RESTR AS TO FLT ATTENDANTS ON THE FLT. CONTRIBUTING FACTORS: AT THE BEGINNING OF THE FLT; CREW HAD BEEN ON DUTY APPROX 14 HRS. FLT ATTENDANTS COULD HAVE BEEN DEADHEADED ON AN EARLIER FLT AS SUGGESTED TO SCHEDULING BY MYSELF. NO SUGGESTION THAT THIS PROB COULD BE CONSIDERED TO APPRECIABLY AFFECTING FLT CHARACTERISTICS. MGMNT PERSONNEL HASTILY MAKING DECISIONS TO ENSURE FLT LEFT SO THAT CREW COULD RETURN TO SBN BEFORE 16 HRS ON DUTY. POORLY TRAINED MAINT PERSONNEL AND POORLY EXPLAINED GOM PROCS PERTAINING TO FERRY FLTS. A COPY OF ORIGINAL FAXED FERRY PERMIT HAS BEEN OBTAINED BY MYSELF ON OCT/XX/95.
