Narrative
DEPARTING SIMON BOLIVAR INTL ARPT IN CCS; VENEZUELA; ON THE 2 DARPA 08-09 SID LEVEL AT 4000 FT ON 023 DEG RADIAL TO DARPA; APCH GAVE US TFC AT 2 O'CLOCK AND 7000 FT. WE ACKNOWLEDGED THE TFC. HE THEN CLRED US TO 6000 FT. WE PASSED THE RPTED TFC WHICH WAS CLBING THROUGH 5000 FT AND GOT A TCASII TA AT ABOUT 2 MI TO OUR R IN VMC. THE CTLR HAD POSSIBLY FORGOTTEN THE TFC WAS CLBING TO 7000 FT AND HAD NOT REACHED 7000 FT WHEN HE REALIZED HIS MISTAKE. HE TOLD US TO DSND TO 4000 FT BUT WE WERE ALREADY AT 6000 FT AND THE TFC WAS BELOW US. WE TOLD HIM THIS. HE SPOKE SPANISH TO THE OTHER TFC; WHO THEN DSNDED. THE CTLR COULD HARDLY SPEAK ENGLISH; WHICH MADE IT HARD TO UNDERSTAND HIM. HE LEFT US AT 6000 FT AND REQUESTED THE NAME AND LICENSE NUMBER OF THE CAPT. AFTER THE CAPT ASKED FOR THE CTLR NAME AND LICENSE NUMBER; WE WERE FINALLY CLRED HIGHER. WE NEVER EXCHANGED LICENSE NUMBERS. THE SKILL OF THE CTLRS ARE POOR ALONG WITH THEIR ENGLISH AND RADIOS. SPEAKING BOTH SPANISH AND ENGLISH ONLY MAKES MATTERS WORSE. WE HAVE NO IDEA WHAT THE OTHER ACFT WAS CLRED. WE CANNOT ANTICIPATE ANY ORDERS. THE CTLRS IN THIS AREA HAVE A POOR REPUTATION AMONG ALL MAJOR AIRLINES.
