Synopsis

A LIGHT ACFT'S WINGTIP STRUCK THE DORSAL FIN OF A KING AIR DURING TAXI THROUGH A CONGESTED PARKING AREA.

Narrative

FLEW VFR FROM PAO; THROUGH SQL CLASS D PLUS SFO CLASS B TO APC ON A CLR AFTERNOON AT APPROX DUSK. EXCEPT FOR SIGNIFICANT COASTAL STRATUS (FOG) BELOW 1000 FT; THE FLT WAS UNEVENTFUL. 3 LICENSED PVT PLTS WERE ABOARD; 1 WAS NOT CURRENT. AFTER LNDG AT APC; RECEIVED 'CLRNC TO TAXI TO PARKING.' TAXIED TO TRANSIENT PARKING AND ENTERED THE LAST ROW OF PARKING TIE DOWNS FROM THE MAIN TXWY. I WAS TAXIING BTWN THE FRONT ROW OF PLANES; WHERE I INTENDED TO PARK; AND THE ROW BEHIND. A KING AIR WAS PARKED IN THAT FRONT ROW AND EXTENDED INTO THE TXWY. I WAS PASSING BEHIND; MOVING VERY SLOWLY (LESS THAN 1 MPH); AND GIVING THE KING AIR MUCH LEEWAY. MY L WING WAS OVERHANGING THE PROP OF THE PLANES PARKED BEHIND THE KING AIR. CREEPING ALONG NOW; I BELIEVED I WOULD CLR THE KING AIR. MY R WINGTIP STRUCK THE DORSAL OF THE KING AIR; APPROX 1/2 INCH FROM THE TRAILING EDGE; APPROX 1/2 WAY DOWN THE DORSAL FIN; SLIGHTLY CHIPPING THE PAINT AND LEAVING A SUPERFICIAL DENT. RECOMMENDATIONS: GND CTL SHOULD HAVE NOTIFIED US OF THE TXWY BEING UNUSABLE; OR THE TXWY SHOULD HAVE BEEN MARKED UNUSABLE; OR THE KING AIR SHOULD HAVE BEEN PARKED SO AS NOT TO ENCROACH UPON THE TXWY.
