Narrative

PART 135 DISPATCH ASSIGNED ME A FLT WITHOUT SUFFICIENT REST PRIOR. VIOLATED FLT TIME IN EXCESS OF 9 SCHEDULED HRS OF FLYING WITHOUT 9 HRS OF REST PRIOR TO COMPLETION. I FLEW MY LEGALLY ASSIGNED SHIFT ON OCT/XX/95 WITH 5.6 HRS FLT TIME. FINISHED AT XA25L. DURING THE NIGHT; A YOUNG PANICKY DISPATCHER WOKE ME WITH A PHONE CALL. HE TOLD ME THE CAPT FOR THE MORNING FLT HAD BEEN IN AN AUTO ACCIDENT. HE TOLD ME I WAS TO FLY THE MORNING FLT SCHEDULE WITH AN XG30 SHOW TIME; INSTEAD OF MY AFTERNOON SHIFT. THE COMPANY WOULD THEN ARRANGE FOR A CAPT TO COME FROM FMN TO FLY MY SHIFT. NEITHER I NOR DISPATCH TOOK IN TO ACCOUNT REQUIRED REST FOR MORE THAN 9 SCHEDULED HRS IN A 24 HR PERIOD. BTWN MY FATIGUE AND THE DISPATCHER'S PANIC; WE OVERLOOKED THE FACT THAT I COULD ONLY FLY THE MORNING IF I HAD 9 HRS REST (REDUCED FROM 10). IT WAS NOT UNTIL ON THE LAST LEG OF MY MORNING SHIFT THAT I REALIZED I WAS NOT LEGAL FOR FLT. THE BIGGEST FACTOR IN THIS SIT IS WITHOUT STATION DOMICILES THERE ARE NO RESERVE PLTS TO COVER SIT SUCH AS THIS ONE. CONSEQUENTLY; EVERY TIME THE INEVITABLE OCCURS IT IS A TOTAL PANIC SIT WITH EVERYONE TRYING TO SHIFT BLAME. PART 135 LEGAL YES; -- SENSIBLE; NO.
