WJF ATCT THOUGHT THAT THE RPTR WAS IN CTLED AIRSPACE.

Narrative

DEPARTED WJF FOR PHOTO TAKING FLT OVER FACTORY STORES. ADVISED TWR OF INTENTIONS AND WOULD REMAIN ON FREQ 120.3 BECAUSE FACTORY STORES ARE APPROX 5 MI FROM TWR. MADE 1 CIRCLE OF STORES. AT 4000 FT MSL I WAS ASKED TO GO HIGHER BY PAX. I CONTINUED W AWAY FROM PMD AND S OF WJF. I CLBED TO 6500 FT APPROX 5 MI W OF FACTORY STORES; TURNED 180 DEGS AND CONTINUED CLB TO 7500 FT MSL. I APCHED STORES FROM NW SIDE AND STARTED CIRCLING TURN. WJF TWR CONTACTED ME AND SAID CONTACT JOSHUA APCH ON 124.55 FOR POSSIBLE AIRSPACE VIOLATION OF 4800 FT MSL. I BROKE OFF TURN IN W DIRECTION AND CONTACTED JOSHUA APCH. JOSHUA APCH HAD NO IDEA OF THE SIT; ADVISED THEY WOULD CONTACT WJF. RETURNED TO WJF AND LANDED. NO MORE WAS SAID ABOUT IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR WAS FLYING AN ACFT WITH A WORKING AND OPERATING XPONDER. HE BELIEVES THAT HE DID NOT VIOLATE ANY AIRSPACE. HE THINKS THAT WJF ATCT MAY HAVE MEANT HIM TO GO TO PMD ATCT AS JOSHUA APCH KNEW NOTHING ABOUT THE SIT. THE ATCT'S ANNOUNCEMENT SO SCARED HIM THAT HE DECLARED THE PHOTO SESSION OVER AND RETURNED TO WJF. HE HAS HEARD NOTHING FURTHER ABOUT THIS INCIDENT.
