HELI FLC DOES NOT GET THE INFO ABOUT THE TEMPORARY FLT RESTR.
Narrative
PRIOR TO FLT ON OCT/XA/95 A CHK WAS MADE FOR CURRENT NOTAM OR TFR (TEMPORARY FLT RESTR) FOR THE NYC AREA. THERE WERE NONE PUBLISHED AT THAT TIME. THE ACFT DEPARTED EARLY THAT MORNING FOR A FLT OUT OF THE NYC AREA. UPON RETURNING THAT AFTERNOON DISCOVERED ACFT PENETRATED AN ACTIVE TEMPORARY FLT RESTR AREA. WHEN QUESTIONING AN FAA REPRESENTATIVE; WHO WAS STATIONED AT THE HELIPORT OF LNDG; I WAS INFORMED THAT A TEMPORARY FLT RESTR WAS FILED THE NIGHT BEFORE; HOWEVER IT WAS DROPPED FROM THE SYS FOR UNKNOWN REASONS AND REENTERED INTO THE SYS LATER IN THE MORNING OF THAT DAY. NOT RECEIVING A NOTAM WITH A TEMPORARY FLT RESTR IN EFFECT FOR THAT DAY PRIOR TO FLT ONE ASSUMED RESTR AREA WAS CANCELED FOR THAT PERIOD. I FEEL THE FAA SHOULD CONVEY THIS INFO TO LCL OPERATORS IN A MORE EFFICIENT MANNER; SUCH AS BY FACSIMILE; WHICH HAD BEEN DONE EARLIER THIS SAME WK. WE DID SUPPLY ACFT AND PERSONNEL INFO TO THE FAA FOR THEIR DATABASE FOR THIS PERIOD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO FOR 319265: THE RPTR STATED THE HELI WAS A DAUPHIN SA 365. THEY WERE TALKING ON A COMMON TFC FREQ ANNOUNCING IN THE BLIND THEIR POS AND INTENTIONS. HE STATED THERE IS NOTHING THE CREW COULD HAVE DONE DIFFERENTLY. HE REITERATED HIS SUGGESTION THAT A FACSIMILE BE SENT DAILY TO THE KNOWN OPERATORS IN THE AREA ALERTING THEM OF THE SCHEDULE OF TEMPORARY FLT RESTRS.
