Narrative
WHILE IN MY LNDG FLARE (AFTER COMPLETING A STANDARD TFC PATTERN) I HEARD AN ACFT AT FULL PWR. MOMENTS LATER I SAW A GREEN AND WHITE CESSNA 172 APPEAR DIRECTLY OVERHEAD AT A DISTANCE BTWN 20-50 FT. HE SUBSEQUENTLY BROKE OFF TO THE L AND I LOST SIGHT OF HIM. I CONTINUED THE LNDG WITHOUT INCIDENT. AFTER SECURING THE AIRPLANE AT OUR S TIE-DOWNS; I WALKED TO WHERE I HAD SEEN THE OTHER CESSNA TAXI IN. THE PLT MET ME ABOUT HALF WAY ACROSS THE RAMP. I ASKED HIM WHAT HAD HAPPENED AND HE IMMEDIATELY BECAME HOSTILE; BELLIGERENT AND CONFRONTATIONAL. I LET HIM CURSE AND FUME FOR A BIT AND SUBSEQUENTLY CALMED HIM DOWN. HE SAID HE HAD BEEN ON FINAL FOR ALMOST 15 MI AND FELT THAT I HAD CUT HIM OFF. HE ALSO CLAIMED TO HAVE MADE POS RPTS WHILE INBOUND. I HEARD NO SUCH POS RPTS FROM THE CESSNA. HOWEVER; I DID HEAR 2 POS RPTS FROM THE PIPER I WAS FOLLOWING AND THEY WERE LOUD AND CLR. THE CESSNA PLT ALSO TOOK ISSUE WITH MY ABILITY TO JUDGE DISTANCE IN SO FAR AS; HE CLAIMED; WHEN I RPTED 'TURNING A 1 MI FINAL' THAT I WAS ABOUT HALF OF THAT DISTANCE. THIS ASSERTION ON HIS PART (IN MY MIND ANYWAY) INVITES THE OBVIOUS REJOINDER THAT; IF HE COULD SEE ME WHILE I WAS STILL AT LEAST 1/2 MI FROM THE RWY; WHY DID HE WAIT UNTIL HE WAS (LITERALLY) RIGHT ON TOP OF ME TO INITIATE A GAR? IN CLOSING; LET ME ADD THAT I SUBSEQUENTLY RECHKED MY POS FROM WHERE I RPTED '1 MI FINAL' AND IT IS ALMOST EXACTLY 1 MI. ALSO; IT HAS COME TO MY ATTN THAT ASSISTANT CHIEF FLT INSTRUCTOR WITNESSED THE EVENT FROM THE COCKPIT OF X WHILE AT THE GRASS TIE-DOWNS WITH HIS STUDENT. HE WILL ALSO BE RECEIVING A COPY OF THIS RPT AND ANOTHER WILL BE FORWARDED TO NASA'S ASRS PROGRAM.
