Narrative
SMA X; A C172; WAS CLRED TO LAND ON RWY 04. SMA Y; A C172; WAS ON TXWY C AT THE INTXN OF TXWY A AND TXWY C. AS X TOUCHED DOWN CESSNA Y BEGAN TO TAXI AND ENTERED RWY 04 AS X WAS ROLLING OUT. I HAD TOLD Y TO HOLD SHORT OF RWYS 4 AND 22 TWICE BUT APPARENTLY DID NOT HEAR ME. CESSNA Y HAD INITIALLY BEEN GIVEN INSTRUCTIONS TO TAXI TO RWY 29. Y ENTERED THE RWY BECAUSE MOST PEOPLE IN THIS FACILITY HAVE INFORMED LCL PLTS THAT IT IS ACCEPTABLE TO ACCESS RWY 04 WHEN INSTRUCTED TO TAXI TO RWY 29. THIS IS MOSTLY AS A RESULT OF THE AVIATION EDUCATION REPRESENTATIVE INFORMING PLTS THAT IT IS ACCEPTABLE TO ENTER RWY 04 WHEN INSTRUCTED TO TAXI TO RWY 29. I HAVE HAD SEVERAL SIT WHERE PLTS HAVE ENTERED RWY 04 AND HELD ON RWY 04 TO PERFORM PREFLT ENG PERFORMANCE TESTS WITH THEIR VOLUME TURNED OFF AND COULD NOT USE RWY 04 FOR OTHER LNDG ACFT. I DO NOT APPRECIATE ANYONE IN THIS FACILITY; ESPECIALLY THE AVIATION EDUCATION REPRESENTATIVE; INFORMING PLTS THAT IT IS ACCEPTABLE TO ACCESS RWY 04 WHILE I AM SIGNED ON THE LCL CTL POS WITHOUT MY APPROVAL. NOT ONLY IS THIS AN OPERATIONAL MATTER IT COULD RESULT IN A SERIOUS LEGAL ISSUE FOR THE FAA IF ANYONE HERE FORGETS AN ACFT IS PERFORMING PREFLT ENG CHKS ON RWY 04.
