ARPT TXWY BARRIERS ALLEGEDLY DO NOT MEET FAA STANDARD.

Narrative

SPECIFIC AREA ON ARPT; RWY 18L. SIT: THIS RWY IS BEING TOTALLY REBUILT. A PROJECT THAT WILL PROBABLY LAST MORE THAN 1 YR. ALL TXWYS THAT CROSS THIS RWY HAVE BEEN CLOSED. TO THE BEST OF MY KNOWLEDGE THE FAA AND THE FAA'S SOUTHERN REGION SAY THAT THESE TXWYS SHOULD BE MARKED USING A BARRICADE 12 INCHES HIGH BY 12 INCHES WIDE; SPANNING THE TXWY; AND THAT THIS BARRICADE SHOULD BE ORANGE AND WHITE; LIGHT AT NIGHT. THE BARRICADES BEING USED IN ORLANDO ARE NOT IN ACCORDANCE WITH THIS. THE ONES BEING USED APPEAR TO BE MADE FROM ROUND PVC PIPE THAT HAS BEEN CUT IN HALF; LENGTHWISE; WHICH ALLOWS THEM TO USE HALF/ROUND PIPE PAINTED ORANGE AND WHITE. THE PROB: THIS IS NOT STANDARD. IF 12 INCH DIAMETER PIPE IS USED; WHEN IT IS SPLIT; IT IS ONLY 6 INCHES HIGH -- NOT 12 INCHES HIGH. IF AN ACFT INADVERTENTLY TAXIED INTO A 12 INCH BY 12 INCH BARRIER; IT WOULD PROBABLY STOP THE ACFT. IN THIS SIT THE ACFT WILL PROBABLY TAXI OVER IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ORL ARPT DISTRICT OFFICE SPECIALIST SAID THE ARPT MGMNT HAD SAID THE BARRIERS MET FAA STANDARDS BUT THEY HAD NOT BEEN INSPECTED. SPECIALIST SAID HE WOULD INVESTIGATE. SPECIALIST CALLED BACK AND SAID THAT THE BARRIERS DID MEET FAA REQUIREMENTS.
