CTLR CLRED TURBOPROP TO LAND WITH ACR HOLDING IN POS.

Narrative

WHILE TAXIING OUT FOR DEP ON RWY 26L; TWR ADVISED US TO POS AND HOLD ON RWY 26L; UPON REACHING THE END. TWR FURTHER ADVISED THAT WE SHOULD EXPECT A SHORT DELAY IN POS FOR TFC ON THE RWY DOWNFIELD. WE ACKNOWLEDGED 'POS AND HOLD; RWY 26L.' UPON REACHING THE RWY; WE TAXIED INTO TKOF POS AND HELD. AFTER ONLY A MIN OR SO; THE TWR HAD AN APPARENT CONFLICT ON RWY 26R. THERE WAS A TURBOPROP ON FINAL FOR RWY 26R AND WHAT I BELIEVE TO BE A LIGHT ACFT ON THAT RWY. THE TWR CTLR TOLD THE TURBOPROP ON FINAL TO 'CHANGE RWYS TO RWY 26L; CLRED TO LAND.' WE WERE HOLDING IN THE TKOF POS AND THE TWR HAD JUST CLRED ANOTHER ACFT TO LAND ON OUR RWY. IT WAS A CLR NIGHT BUT SINCE THERE WAS NO MENTION OF OUR BEING ON THE RWY I BECAME CONCERNED. A QUICK GLANCE AT THE TCASII CONFIRMED MY FEARS. THE TURBOPROP WAS INSIDE 2 MI FINAL AT 500 FT AGL AND CLOSING QUICKLY. COLLISION WAS IMMINENT. I IMMEDIATELY KEYED THE MIKE AND SAID WE WERE STILL ON THE RWY. TWR THEN INSTRUCTED THE TURBOPROP TO GAR; HE WAS NOW INSIDE A MI ON FINAL AT 200 FT. THE TURBOPROP WENT AROUND AND PASSED DIRECTLY OVER US AT ABOUT 600 FT. THE TWR CTLR WAS VERY BUSY. HE WAS WORKING GND AND TWR FREQS ON BOTH SIDES OF THE ARPT. THE LIGHT ACFT ON RWY 26R WAS HAVING SOME RADIO PROBS. I ALSO RECALL SOME MENTION OF A DISABLED B767 ON A TXWY SOMEWHERE. THEY WERE TRYING TO GET A TUG TO MOVE THE B767. THE TWR CTLR WAS SIMPLY TOO BUSY BALANCING 4 DIFFERENT FREQS; A TUG; A DISABLED AIRPLANE PLUS A LIGHT ACFT WITH RADIO PROBS. HE FORGOT HE HAD US IN POS ON RWY 26L AND CLRED ANOTHER AIRPLANE TO LAND ON TOP OF US.
