THE PLT OF A KING AIR A90 EXPERIENCED A GND CONFLICT CRITICAL WHILE BACK TAXIING AT A NON TWR ARPT. A TAMPICO (TB09) TAXIED ONTO THE ACTIVE RWY; IN FRONT OF THE A90.

Narrative

I WAS BACK TAXIING FOR DEP ON RWY 18; WHEN A TAMPICO; WHICH WAS HOLDING SHORT OF RWY 18 FOR HIS RUNUP; SUDDENLY TAXIED IN FRONT OF MY ACFT. HE PULLED OUT APPROX 15 FT IN FRONT OF ME; GIVING ME JUST BARELY ENOUGH TIME TO STOP BEFORE HITTING THE ACFT. I APPLIED FULL BRAKES AND FULL REVERSE THRUST AND I WAS ABLE TO JUST BARELY MISS THE ACFT. I BELIEVE THIS SIT OCCURRED BECAUSE THE PLT OF THE TAMPICO DID NOT LOOK BEFORE ENTERING THE ACTIVE RWY. MY INTENTIONS WERE ANNOUNCED ON THE CTAF 122.8; WHICH IS RATHER CONGESTED. I DIDN'T HEAR THE TAMPICO MAKE ANY RADIO CALLS UNTIL AFTER THE INCIDENT. I THINK THAT THIS WOULDN'T HAVE HAPPENED IF THERE WAS A PARALLEL TXWY AND IF THERE WERE NOT SO MANY ARPTS USING THE SAME CONGESTED CTAF 122.80; SO PLTS COULD UNDERSTAND EACH OTHER'S INTENTIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR; A KING AIR A90 PLT; STATES THAT FREQ CONGESTION WAS A CONTRIBUTING AND UNNECESSARY FACTOR. A NUMBER OF ARPTS SHARE THE SAME CTAF AND RPTR COMMONLY HEARS TFC FROM THESE ARPTS WHILE STILL TAXIING ON THE FIELD AT VLA. OTHER ARPTS ON SAME FREQ INCLUDE: GRE; ENL; 1H2; TAZ; SLO; AND 3K6.
