Narrative
THE NORTHERLY DEP FROM NAUSTA ROOSEVELT ROADS CROSSES SEVERAL RTES INCLUDING RTE 6 AND VFR TFC FROM BOTH ST THOMAS AND VIEQUES ALL PASS N OF FIELD AT 1000-2000 FT. DEPS FROM ROOSEY ARE HIGH PERFORMANCE AND MUST PASS THROUGH THIS CORRIDOR AND ARE GENERALLY EXTREMELY CAUTIOUS AND AWARE OF HIGH DENSITY CIVILIAN TFC JUST OFF PRIMARY RWY. SHORTLY AFTER CHKING OFF TJNR TWR FREQ; THE FLT OF 2 AT APPROX 1300 FT WERE JOINING ON THE LEAD ACFT WHICH WAS AT 400 FT FROM A POS OF 1/2 MI IN TRAIL WITH THE LEAD IN BTWN. DURING THE RENDEZVOUS ACFT #2 WAS LOOKING FORWARD; L AND DOWN. ALTHOUGH THERE WAS A PAX IN THE REAR SEAT (MIL) HE WAS ALSO LOOKING IN THE SAME DIRECTION. ACFT #2 WAS LOOKING DOWN AND FORWARD AND SAW THE CIVILIAN TFC AT ABOUT THE SAME TIME ACFT #2 DID AND WAS UNABLE TO XMIT PRIOR TO PASSING IN FRONT OF ACFT. ACFT #2 FIRST SAW THE CIVILIAN ACFT; A HIGH WING COMMUTER PROP ACFT; WHEN LOOKING UP FOR TFC. THE CIVILIAN ACFT WAS XING R TO L AT POS PREVIOUSLY INDICATED. NO ACTION WAS TAKEN DUE TO PROX AND XING RATE ONCE COLLISION WAS AVOIDED. THIS SIT HAS EXISTED FOR QUITE SOME TIME WITH TFC ON RTE 6 AND VFR FLTS FROM VIEQUES TO FAJARDO XING THE END OF NAVAL STATION ROOSEVELT ROADS RWY. ALTHOUGH WE BRIEF VFR LOOKOUT PRIOR TO EVERY FLT; OCCASIONALLY A 'SET-UP' OCCURS. I AGREE SECTION LOOKOUT COULD HAVE BEEN BETTER AND LOOKED UP JUST FOR THAT REASON. HOWEVER; WATER AND ISLANDS OFTEN HIDE SMALLER ACFT AND FINDING THEM IS DIFFICULT IN ANY CASE.
