PLT OF AN SMT TWIN QUESTIONED WHETHER HE HAD DONE SOMETHING WRONG DURING A PRACTICE ILS APCH IN VFR CONDITIONS AFTER PASSING THE OM INBOUND BEFORE CONTACTING THE TWR FOR LNDG CLRNC.

Narrative

HAD TAKEN MY AZTEC OUT FOR PLEASURE FLT (PA23-250F) WITH INTENTION TO FLY 1/2 HR AND RETURN TO NE PHILA ARPT. CONTACTED PHILA APCH; GOT SQUAWK; ASKED FOR PRACTICE ILS RWY 24 TO FULL STOP AT PNE. (I LIKED TO DO THIS SOMETIMES NOT ONLY FOR PRACTICE IN INST PROCS BUT ALSO TO BE SURE ALL MY ILS EQUIP FUNCTIONS PROPERLY.) PHILA APCH CLRED ME 3 MI OUTSIDE THE MARKER FOR THE APCH. I WAS ON GS AND DID NOT RECEIVE OM SIGNAL (NO NOTAM HAD BEEN ISSUED). I CHKED APCH PLATE AND SAW I HAD PASSED MARKER. I THEN CALLED PHILA APCH AND ASKED IF I SHOULD CALL TWR. THEY SAID YES. I CALLED TWR AND THEY ASKED IF I WAS ON 3 MI FINAL. I SAID YES. (THAT'S WHEN I REALIZED I MIGHT HAVE INADVERTENTLY DONE SOMETHING WRONG.) THERE WAS LNDG TFC AHEAD OF ME AND I ENDED UP DOING A GAR; AT TWR'S REQUEST. TWR WAS NOT UPSET AND DID NOT ASK ME TO CALL. THIS IS A NEBULOUS AREA FOR ME. PHILA APCH CLRED ME FOR ILS RWY 24; SAID MAINTAIN VFR; AND DID NOT TELL ME TO CONTACT TWR. AIM 4-71H SAYS ATC WILL USUALLY ASK PLT TO RPT TO TWR PRIOR TO; OR OVER; FAF INBOUND. SAFETY WAS NOT COMPROMISED AND I'M NOT SURE WHO'S RESPONSIBILITY IS CALLED INTO PLAY HERE; BUT I KNOW I WAS WELL INTO CLASS D BEFORE TALKING TO TWR. I KNOW I'LL TRY TO BE MORE CAREFUL ABOUT THAT IN THE FUTURE.
