NO GREEN LIGHT FOR R MAIN LNDG GEAR UPON GEAR EXTENSION. RPTR CALLS CURRENT EMERG AND ABNORMAL CHECKLIST 'UNSAFE.'

Narrative

ON GEAR EXTENSION THE R LNDG GEAR GREEN LIGHTS DID NOT COME ON. REVIEW OF EMER AND ABNORMAL PROCS PROVIDES ONLY 1 CHKLIST FOR 'USE FOR ANY DISCREPANCY' (SEE REVERSE SIDE) THAT IS OF LITTLE VALUE. IN ADDITION TO THE CHKLIST WE USED GEAR HORN INDICATIONS AND THE LIGHT PRESS TO TEST FUNCTIONS TO DETERMINE A LIGHT PROB VERSUS A GEAR PROB. I BELIEVE THAT THE CURRENT CANADAIR CHKLIST IS UNSAFE. THE PROCS FROM PREVIOUS FLT SAFETY INTL TRAINING SHOULD BE INCLUDED IN THE CHKLIST. 1) PRESS TO TEST FOR A CHK OF BULBS AND OR LIGHT SYS. 2) RETARD THROTTLE WITH GEAR EXTENDED TO CHK GEAR HORN. 3) EXTEND GEAR WITH THROTTLE RETARDED TO CHK GEAR SILENCES THE HORN DURING GEAR EXTENSION. 4) CHK FOR DISAGREEMENT LIGHTS DURING EXTENSION. 5) CHK GEAR HORN WITH FULL FLAP EXTENSION (EVEN IF LESS THAN FULL EXTENSION IS USED FOR LNDG). 6) GET TWR VISUAL INSPECTION AND STANDBY EQUIP; ESPECIALLY IF CEO IS ON BOARD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE IS AMAZED AT THE LACK OF GOOD CHKLISTS FOR THE CHALLENGER. COMPANY SENDS PLTS TO FLT SAFETY FOR TRAINING AND RPTR BELIEVES THE TRAINING CHKLISTS USED SHOULD BE INCORPORATED INTO THE CHALLENGER MANUAL. HE IS AWARE THAT ONE MUST COMPLETE THE APPROVED PROCS IN THE MANUAL BUT FEELS THERE SHOULD BE MORE ADDED. HE SAYS THERE'S ABOUT 40 ITEMS FLT SAFETY FEELS SHOULD BE INCLUDED ON THE CHKLIST. RPTR'S COMPANY HAS NOT CONTACTED CANADAIR.
