Synopsis

PLT OF A BEECHCRAFT 23 IS SENT AROUND TWICE AFTER COMPLETION OF AN ILS APCH AND BLAMES THE TWR CTLR FOR POOR SEQUENCING PROCS.

Narrative

FLT WAS VECTORED BY ORLANDO APCH CTL FOR THE ILS RWY 7 APCH AT 'ORL' AND INTERCEPTED LOC 15 MI OUT AND WAS TURNED OVER TO ORLANDO EXECUTIVE TWR. ON CONTACT WAS INSTRUCTED TO CONTINUE THE APCH AND RPT A 3 MI FINAL. AT A POS OF 5 MI FINAL; I WAS CONTACTED AND ADVISED; #3 TO LAND BEHIND THE CESSNA. I HAD VISUAL CONTACT WITH A MALIBU IN FRONT OF ME ON FINAL AND WAS LOOKING FOR THE CESSNA. WHAT HAPPENED NEXT IS THE CESSNA APPEARED LOW AND CLOSE IN ON A BASE LEG IN FRONT OF ME. THE TWR INSTRUCTED THE CESSNA TO GAR AND THEN INSTRUCTED ME TO MAINTAIN 500 FT FOR THE LOW APCH. I QUESTIONED THE TWR AND WAS INSTRUCTED TO GAR AND FOLLOW THE CESSNA AND FLY 1 MI PAST DEP END BEFORE TURNING TO THE DOWNWIND. I COMPLIED. THE CESSNA WAS INSTRUCTED TO MAKE A SHORT APCH. I WAS INSTRUCTED TO MAKE A R 180 DEG AND CONTINUE THE DOWNWIND. NEXT; TFC WAS CALLED A CESSNA 210. I PICKED UP THE C210 AND WAS TOLD TO FOLLOW THAT TFC ON SHORT FINAL. I TURNED ON BASE AND PICKED UP THE DIAMOND JET ON FINAL ALSO. THE SEQUENCE LOOKED TOO TIGHT TO ME. THE FREQ WAS BUSY. I SIDE STEPPED THE FINAL TO THE R AND CALLED THE TWR WHO APPEARED TO HAVE FORGOTTEN ME. I WAS THEN INSTRUCTED TO GAR AGAIN AND STAY TO THE R OF FINAL. AFTER THAT WE FLEW A DOWNWIND AND WERE SEQUENCED TO LAND. FIRST I BELIEVE THERE WAS LACK OF GOOD JUDGEMENT USED IN THE ARR SEQUENCE. THE CESSNA ON BASE SHOULD NOT HAVE BEEN SANDWICHED IN OR I COULD HAVE BEEN INSTRUCTED TO SLOW DOWN. AFTER ALL I MADE FIRST CONTACT AT 15 MI OUT. THIS ARR DID NOT DEVELOP INTO A CLOSE CALL BECAUSE I STOPPED MY DSCNT AS I PICKED UP THE CESSNA ON BASE THEN TURNING TO FINAL. I DO FEEL THAT A LESS EXPERIENCED PLT COULD HAVE HAD A NEAR MISS OR POSSIBLE A NMAC. I BELIEVE THE NEXT SEQUENCE WAS EVEN WORSE. IF I HAD NOT PICKED UP THE DIAMOND ON FINAL AND SIDE STEPPED; THERE WAS SURELY A POTENTIAL OF MIDAIR THEN. I REALIZE THE DIFFICULTY OF SEQUENCING ALL THIS TFC.
