LNDG WITH ANTISKID INOP PLUS #3 REVERSER INOP; XWIND FROM THE L; R MAIN TIRES BLEW ON LNDG ROLLOUT. ACFT STOPPED ON RWY; PAX DEPLANED BY BUS.

Narrative

DISPATCHED WITH ANTI-SKID INOP AND #3 THRUST REVERSER INOP. RAINY DAY AT PORTLAND. NORMAL TOUCHDOWN BUT AT ABOUT 1000 FT FROM APCH END TO MAXIMIZE RWY AVAILABLE FOR DECELERATION. AT APPROX 60-80 KTS; WE FELT 'A BUMPY RIDE' CHARACTERISTIC OF FLAT TIRES. WE STOPPED ACFT AT ABOUT 2500 FT REMAINING; AND AWAITED THE FIRE EQUIP. WE COORDINATED FOR BUSSES TO OFF-LOAD THE PAX. AFTER SHUTTING DOWN THE ACFT AND ENSURING THE PAX WERE TAKEN CARE OF; WE LEFT THE PLANE TO MAINT. IN MY OPINION; THE ACFT SHOULD NOT HAVE BEEN DISPATCHED WITH ANTISKID INOP; ON A RAINY DAY; TO PDX. THE WINDS WERE 220 DEGS AT 25 KTS; WHICH FAVORED RWY 21 (7000 FT AND UNGROOVED). DUE TO LIMITATIONS WITH ANTISKID INOP WE REQUESTED RWY 28R (8000 FT AND GROOVED). THIS HAD US LNDG WITH APPROX A 20 KT XWIND; AS THE WINDS WERE 190 DEGS AT 20 KTS WHEN WE LANDED. ALL FACTORS SHOULD BE CONSIDERED CAREFULLY FOR DISPATCH; PARTICULARLY WHEN ALL AIRLINES FEEL THE PRESSURE TO DO MORE WITH LESS. WE WERE DISPATCHED WITH ANTISKID INOP; COMPOUNDED BY #3 THRUST REVERSER INOP; WET RWY AND SIGNIFICANT WINDS.
