FOREIGN ACR X NON COMPLIANCE WITH ATC CLRNC STOPPED ON RWY BUT RPTED CLR. ACR Y ISSUED GAR.

Narrative

ACR X (A FOREIGN ACR) WAS INSTRUCTED TO CROSS RWY 9L AT THE M-3 INTXN AND ACR Y WAS ON APCH TO RWY 9L APPROX 4 MI FINAL. ACR X TURNED DOWN ON RWY 9L AND STOPPED. ACR Y WAS 2 MI FINAL. LCL CTL ASKED IF ACR X WAS CLR OF RWY 9L AND THE PLT STATED THAT HE WAS. I PICKED UP MY BINOCULARS AND OBSERVED THE ACFT STOPPED ON RWY 9L E OF THE M-3 INTXN. AT THIS TIME ACR Y WAS APPROX 1/2 MI FINAL AND WAS ISSUED A GAR BECAUSE OF TFC ON RWY 9L. THIS IS ANOTHER PROB WE DEAL WITH DAILY AT MIA. COM PROBS ARE BECOMING A NORM FOR OPERATING INTO AND OUT OF MIA. HAD THE ARPT BEEN IFR AT THE TIME OF THIS INCIDENT I FEEL THAT THIS WOULD HAVE BEEN A DISASTROUS SIT FOR BOTH ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS COMPLIMENTED ON CTLR VIGILANCE AND INTERVENTION. RPTR STATED MIA DOES NOT HAVE A CERTIFIED ASDE. THE ASDE EQUIP HAS BEEN AT THE FACILITY FOR OVER A YR BUT THERE ARE NO DISPLAYS IN THE TWR. THE DISPLAYS ARE LOCATED DOWNSTAIRS. FOREIGN ACR FLCS ARE A PROB BECAUSE OF LANGUAGE BARRIER.
