Narrative
B727 ARRIVES ON RWY 9L AT FLL. WE ARE INSTRUCTED TO TAXI INTO POS AND HOLD BY FLL TWR (NO OTHER INFO WAS GIVEN TO US BY FLL LCL CTLR OR ABOUT ANY OTHER ACFT). AS WE LINED UP ON RWY 9L WE OBSERVED A TARGET ON TCASII IN OUR 6 O'CLOCK POS LESS THAN 2 MI FROM US AT 500 FT WITH A DSNDING ARROW ALSO OBSERVED. WHEN THE TARGET DROPPED OFF THE TCASII BELOW 400 FT WITHIN A MI OF US; WE HAD NOT YET RECEIVED A TKOF CLRNC. BELIEVING WE MIGHT BE IN A RADIO 'BLIND SPOT' WE ASKED THE TWR FOR A RADIO CHK. TWR HESITATED AND THEN ISSUED A GAR INSTRUCTION TO A DA20. THE DA20 EXECUTED A GAR. FLL TWR THEN ISSUED US A TKOF CLRNC. WHEN AIRBORNE; WE ASKED THE FLL TWR LCL CTLR IF WE HAD MISSED A CALL. FLL TWR SAID 'NO; IT WAS MY ERROR.' IT APPEARS THAT THE FLL TWR LCL CTL LOST SITUATIONAL AWARENESS OR WAS DISTRACTED SOMEHOW. THE REQUIRED ATC PROC PER CTLR HANDBOOK TO INFORM DEPARTING AND ARRIVING ACFT OF EACH OTHER WHEN DEPARTING ACFT IS HOLDING IN POS ON THE RWY WAS NOT COMPLIED WITH. SUPPLEMENTAL INFO FROM ACN 330667: THE CTLR HESITATED AND THEN ISSUED A GAR CLRNC TO THE DA20 AND HE FLEW APPROX 50 FT OVER OUR ACFT OVER THE L EDGE OF THE RWY. WE WERE NOT CERTAIN THE DA20 OBSERVED OUR ACFT HOLDING IN POS; SINCE NO COMMENTS WERE MADE BY HIM INSIDE 1 MI OTHER THAN 'ROGER; GAR.'
