Synopsis

SECURITY CHK POINT AT FOREIGN ARPT ALLOWED PAX SCISSORS THROUGH AS CARRYON. FLC INTERVENED; THEIR COMPANY GND SECURITY COORDINATOR REQUIRED THE PAX TO CHK THE SCISSORS. THE FOREIGN FEDERAL POLICE OBJECTED TO ACR OVERRIDING THEIR AUTH.

Narrative

FLT ATTENDANT X OBSERVED A LUGGAGE SEARCH OF PAX WHILE HE HIMSELF PASSED THROUGH SCREENING. THE PAX HAD AN 8 INCH PAIR OF SHEARS/SCISSORS IN HER POSSESSION; WHICH THE SECURITY AGENT ALLOWED THAT INDIVIDUAL TO CARRY INTO THE SECURE AREA OF THE BOARDING LOUNGE. THE FLT ATTENDANT X PROCEEDED TO QUESTION THE DIRECTOR OF SECURITY/BRAZILIAN FEDERAL POLICE WITH THE ASSISTANCE OF GND SECURITY COORDINATOR AS TO WHY THIS POTENTIAL WEAPON WAS ALLOWED THROUGH. I WAS THEN INFORMED OF THE SIT BY FLT ATTENDANT X. I CONSULTED WITH GND SECURITY COORDINATOR AND STATED THAT THE SHEARS WERE UNACCEPTABLE FOR CARRYON AND HE AGREED. SOON THEREAFTER; IT WAS DISCOVERED THAT THE PAX WAS MIA BOUND. GND SECURITY COORDINATOR TOOK POSSESSION OF THE SHEARS AND THEY WERE CHKED. THE DIRECTOR OF SECURITY/BRAZILIAN FEDERAL POLICY EMPHATICALLY STATED TO THE FLT ATTENDANT X THAT THIS SECURITY MATTER WAS UNDER THEIR JURISDICTION ONLY AND UNDER BRAZILIAN STANDARDS; A PAIR OF 8 INCH SHEARS IS SUITABLE FOR CARRYON. DO BRAZILIAN STANDARDS DIFFER FROM UNITED STATES STANDARDS; AND IF SO; WHY. IS THE FAA AWARE OF ANY DIFFERENCE IN STANDARDS.
