ATC SAID TO GO DIRECT KINSTON. BEFORE RNAV WAS PROGRAMMED ATC SAID THE FLT IS NOT HEADING TO KINSTON; AND PROVIDED A HDG. AN AIRLINER CLAIMED THEIR TCASII ALERTED THEM OF THE RPTR'S EXCURSION AND THE AIRLINER SAID THEY WOULD FILE A COMPLAINT.

TOLD TO LEVEL OFF AT 31000 FT. FO FLYING. COMBINATION OF TURB AND OTHER FACTORS; HE COULDN'T LEVEL IT. ERRATIC INPUTS; BY THE TIME I COULD TAKE OVER WE HAD GONE TO 31600 FT. I TOOK IT AND STABILIZED AT FL310. THEN TOLD TO GO DIRECT TO KINSTON VOR. TOO FAR OUT; BY THE TIME RNAV WAS PROGRAMMED; ATC INFORMED US WE WERE NOT GOING TO KINSTON; AND GAVE US A HDG. AN AIRLINER FLT CLAIMED THEIR TCASII ALERTED THEM. THEY SAY THEY SAW US. WE DIDN'T SEE THEM. THE AIRLINER FLT LODGED A COMPLAINT WITH ATC. ATC IS (ZDC) INVESTIGATING; HAS CALLED ME AT HOME 3 OR 4 TIMES. THEY SAY THEY ARE GOING TO TAKE ACTION AGAINST ME. I HAVE BEEN COOPERATIVE IN GIVING THEM ALL INFO POSSIBLE. THIS IS THE SECOND RPT I HAVE SENT YOU; IN REF TO THIS INCIDENT. I HAVE NOT RECEIVED THE IDENT STRIP BACK; OR ANY ACKNOWLEDGEMENT OF YOUR RECEIPT OF THIS RPT. PLEASE HELP. REMEDIAL ACTION: I HAD BETTER FLY IT IN TURB. WHEN I SEE THAT I CAN'T CONFORM TO CLRNC; SO INFORM ATC SO THEY CAN ISSUE A NEW CLRNC OR VECTOR US OUT OF THE WAY OR SOMETHING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED HE WAS FLYING A LEAR 24. HE SAID HE RECEIVED THE ORIGINAL SLIP AND THAT SAVED HIM A 90 DAY SUSPENSION OF HIS LICENSE.
