WINDSHEAR ENCOUNTER AND GAR DURING APCH WHEN ANOTHER ACFT; ON APCH AHEAD; ALSO EXECUTED A GAR DUE TO THE WINDSHEAR. BECAUSE OF THE RAPIDLY SHIFTING WINDS AND MULTIPLE ACFT IN GAR MODE; RPTR ACFT RECEIVED TCASII RA DURING THE RECOVERY GAR. DIFFICULT SIT WHEN RECOVERING FROM WINDSHEAR; FOLLOWING A TCASII RA AND FOLLOWING DEP CTLR INSTRUCTIONS.

Narrative

AFTER HOLDING AT MILAN WE WERE CLRED TO CVG AND CONTACTED CVG APCH. CLRED ILS RWY 18R. TURB MODERATE TO SEVERE IN FRONTAL ACTIVITY. VERY DYNAMIC AIR MASS. TWR BROADCAST WINDSHEAR RPTS FROM ACFT PRECEDING US; AND PRIOR TO THE OM AFTER HAVING CONFIGURED THE CREW ELECTED TO GO MISSED APCH. DURING THE MISSED APCH THE FREQ WAS CONGESTED DUE TO AT LEAST THE TWO ACFT WHO WERE GOING MISSED. AS WE WERE BEING ISSUED MISS INSTRUCTIONS WE ENCOUNTERED WINDSHEAR WITH AIRSPD FLUCTUATIONS APCHING 45 KTS. AS WE BEGAN A WINDSHEAR RECOVERY PROC WE GOT A TCASII RA INITIALLY CALLING FOR A MONITOR VERT SPD AND THEN CHANGING TO A CLB. WE FOLLOWED THE TCASII RA AND WHEN RESOLUTION WAS COMPLETED INFORMED CTLR AND WERE ISSUED A TURN TO 090 DEGS AND A CLB TO 4000 FT. THE FLT THEN DIVERTED TO DAY AND LANDED UNEVENTFULLY. CONTRIBUTING FACTORS WERE A VERY DYNAMIC WX SIT WHICH WAS COMPOUNDED BY THE WINDSHEAR DYNAMICS. AS WE WERE IN OUR WINDSHEAR RECOVERY OUR AIRSPD EVENTUALLY INCREASED RAPIDLY; MORE SEPARATION HORIZONTALLY DURING WX CONDITIONS LIKE THIS MAY HAVE AIDED. ALSO; THE WORKLOAD IS VERY HIGH WHEN DOING WINDSHEAR RECOVERY; TCASII RA; AND CTLR'S INSTRUCTIONS ALL AT THE SAME TIME. SATURATION FROM ALL THESE AUDIO INPUTS AT ONCE WAS A LOT. COCKPIT COORD WAS EXCELLENT! DECISION TO GO MISSED APPROPRIATE. TCASII RA WAS FOLLOWED IN A COORDINATED MANNER.
