Narrative

C182 RECEIVED CLRNC FROM PSP GND TO TAXI FROM MY TIE-DOWN AT FBO TO RWY 31L. I READ BACK TAXI CLRNC; MONITORED GND AND SLOW (WALKING PACE 4 KTS) TAXI ONTO PARALLEL TXWY W AND TOWARD RWY 31L; JUST BEFORE TXWY A. MONITORING GND NOTED ACR Y; COMMUTER; JUST ABEAM MY R WINGTIP TRAVELING VERY RAPIDLY AT APPROX 45 DEGS TOWARD RWY 31L; AND PASSED DIRECTLY IN FRONT OF ME. NOTHING ON GND CTL FREQ OF THIS OR OTHER TAXIING (OR CLRED TO TAXI) PLANES. I CALLED GND IMMEDIATELY -- NOTED THIS ALMOST NEAR MISS COLLISION -- AND REQUESTED TWR TO KEEP TAPE RECORDING. ACR Y DEPARTED; STATING 'I SAW YOU' WHEN I CALLED ON TWR FREQ. I TALKED WITH PSP TWR MGR AND WAS TOLD THAT THE ACR Y WAS ON TWR FREQ AND HAD BEEN 'CLRED FOR TKOF.' I REQUESTED THE EXACT POS OF THAT PLANE WHEN THAT TKOF CLRNC WAS ISSUED AND WAS TOLD 'ON TXWY A.' THIS WAS A DEFINITE NEAR MISS AND COULD HAVE RESULTED IN A COLLISION HAD I (C182) BEEN TAXIING FASTER. TWR SHOULD NOT ISSUE TKOF CLRNC TO PLANE (ACR Y) THAT WAS POSITIONED BEHIND ME (C182) AND THEY SHOULD BE MONITORING GND. TWR SHOULD ISSUE 'HOLD' TO ME OR OTHER PLANE.
