DURING PREFLT PLANNING NOTED ENRTE WX JUSTIFIED ADDITIONAL FUEL FOR ENRTE WX DEV. I PERSONALLY SPOKE WITH DISPATCHER WHO AGREED. ADDITIONAL FUEL ORDERED FROM OPS AGENT 50 MINS BEFORE DEP WHO ADVISED VERBALLY 'I TOLD THE HEAD GUY TO ADD THE FUEL.' LONG WALK FROM OPS TO AIRPLANE -- ARRIVE AT ACFT 20 MINS BEFORE SCHEDULED DEP AND BRIEFED CREW AND NOTED ADDITIONAL FUEL HAD NOT BEEN ADDED (5000 LBS). I IMMEDIATELY NOTIFIED OPS VIA RADIO WHO RESPONDED 'WE'LL GET RIGHT OUT THERE WITH THE FUEL TRUCK' (15 MINS PRIOR SCHEDULED DEP). 4 MINS PRIOR TO DEP THE AGENTS CLOSED THE DOOR AND ACARS BLOCK OUT THE ACFT 4 MINS EARLY. STILL NO FUEL. CALL AGAIN ON RADIO ABOUT FUEL; 'IT'S COMING; DO YOU WANT TO OPEN THE DOOR?' SAID 'NO;' THEN FO REMINDED THAT WE NEED IT OPEN DURING REFUELING. CALLED OPS BACK; 'DO YOU WANT TO OPEN THE DOOR?' NO ANSWER; BOARDING STEPS AWAY FROM ACFT AND AFT AIRSTAIR RETRACTED. LOOKED AT NEWSPAPER WHILE WAITING AND NOTICED LATER THAT FUEL WAS ON BOARD. NO DOOR OPENED. THEN AFTER TKOF WHILE RPTING BLOCK ON AND OFF TIMES; OPS ASKED WHEN FUELING WAS COMPLETE. 'DID NOT NOTICE' THEN BIG DISCUSSION ABOUT NEW BLOCK OUT TIME. CREW SAID 'NO CHANGE' THEN OPS AGENT STATED 'OK WILL LEAVE IT LIKE THAT AND RPT YOU FUELED WITH DOORS CLOSED.' ARRIVED AT DEST AND FIND OPS MOVED BLOCK OUT TIME BACK BY 26 MINS. REQUESTED DISCUSSION WITH CHIEF PLT UPON ARR RETURN TO BASE.
