FLC OF AN MLG DEPARTED WITHOUT REQUIRED FUEL LOAD CAUSED BY AN MEL PROVISION WHEN DEFERRING A #2 AFT MAIN FUEL BOOST PUMP.
Narrative
ON COCKPIT SETUP; THE #2 MAIN TANK AFT BOOST PUMP LIGHT REMAINED ILLUMINATED WITH THE SWITCH ON. MAINT FOUND THE BOOST PUMP TO BE INOP AND COMPLIED WITH COMPANY MEL PROCS FOR RELEASING THE ACFT WITH THE PUMP INOP. AS THEY FINISHED THE NECESSARY LOGBOOK ENTRIES OUR DEP TIME OF XX20 ARRIVED AND WE PUSHED BACK ON TIME; WITH WHAT WE THOUGHT WAS ADEQUATE FUEL FOR THE MEL'ED PUMP OF 4800 LBS AND 11000 LBS FUEL REQUIRED FOR THE FLT (BURN AND RESERVE). OUR FUEL ON BOARD WAS 18800 LBS. AFTER TKOF; I REALIZED I HAD NOT COORDINATED WITH OUR DISPATCHERS FOR AN AMENDED RELEASE. I RESOLVED TO CALL THEM AT OUR DEST ELP. UPON ARR I DISCUSSED WITH OUR DISPATCH THE FACT THAT I NEEDED AN AMENDED RELEASE. IT WAS AT THIS TIME THAT THEY INFORMED ME THAT I HAD DEPARTED WITH LESS THAN THE REQUIRED FUEL LOAD OF 19500 LBS. THIS FIGURE WAS ARRIVED AT BY ADDING 11000 LBS BURN AND RESERVE PLUS THE 4800 LBS REQUIRED IN THE #2 MAIN TANK AND A MINIMUM OF 3800 LBS IN THE #1 MAIN; FOR A TOTAL OF 19600 LBS. WE ONLY HAD 18800 LBS AT PUSHBACK. AS A CONSEQUENCE WE ARRIVED IN ELP WITH 11600 LBS AND WERE REQUIRED TO HAVE 12200 LBS (THE 8600 LBS IN THE MAINS AND 3600 LBS RESERVE). WE HAD BURNED 1000 LBS OF OUR RESERVE FUEL.
