THE FLC HEARD TURN TO HDG 065 DEGS. THE FLC READ BACK TURNING TO 065 DEGS. THE CTLR TOLD THE RPTR TO TURN TO 210 DEGS; TFC AT 12 O'CLOCK. THE CTLR FURTHER STATED HE INTENDED THE TURN TO OCCUR AFTER PASSING THE SMO VOR AND NOT BEFORE THE FIM VOR.

Narrative

DURING ARR TO LAX ON SADDE 6; INBOUND TO THE FILMORE VOR; ON INITIAL CONTACT WITH SOCAL APCH. I REQUESTED RWY 26L DUE TO OPERATIONAL NECESSITY. THE CTLR ACKNOWLEDGED MY REQUEST AND DIRECTED A TURN TO 065 DEGS. I READ BACK THE CLRNC AND WE COMPLIED WITH OUR READBACK. THE TURN WAS COMPLETED APPROX 5 NM NW OF THE FILMORE VOR. AFTER WE HAD COMPLETED THE TURN; THE CTLR TURNED US TO A HDG OF 210 DEGS AND ADVISED US OF TFC AT 12 O'CLOCK. WE TURNED IMMEDIATELY AND STATED THAT WE HAD THE TFC IN SIGHT (STILL WELL CLR; ABOUT 3 MI WHEN ACQUIRED VISUALLY). DURING SUBSEQUENT COMS WITH THE CTLR; IT BECAME APPARENT THAT THE CTLR HAD INTENDED FOR US TO MAKE THE TURN TO 065 DEGS AFTER THE SANTA MONICA VOR. WE POINTED OUT THAT THE INSTRUCTIONS WE HEARD WERE ONLY TURN TO 065 DEGS; ETC. DURING THIS EVENT; WE READ BACK THE CLRNC AS WE HEARD IT. THE CTLR DID NOT CHALLENGE OR CORRECT OUR READBACK. WE COMPLIED WITH THE CLRNC WE READ BACK. IN THE SUBSEQUENT TELECON WITH TRACON SUPVR; HE ACKNOWLEDGED THAT WHEN OUR HDG WAS NOTED ON RADAR; THE CTLR FIRST CALLED THE CTR ON THE LANDLINE RATHER THAN FIRST CALLING US. THIS DELAY IN CONTACTING THE ACFT WOULD HAVE FURTHER EXACERBATED ANY ACFT SEPARATION ISSUES HAD THEY EXISTED.
