THE RPTR TOOK OFF RWY 19 AND AVOIDED CLOUDS BY XING BACK AND FORTH ACROSS THE ILS AS HE CLBED OUT TOWARDS ANOTHER ACFT IFR INBOUND ON THE ILS. THE ALB APCH CTLR SAW THE OPPOSITE DIRECTION TFC ON HIS RADAR AND VECTORED HIS IFR TFC OFF THE ILS.

Narrative

WE DEPARTED RWY 19 VFR AND WERE SBOUND CLBING AT 120 KTS AT 1000 FPM; ANNOUNCING AND MONITORING CTAF 123.00. IN ORDER TO AVOID THE CLOUDS WE FIRST DEVIATED TO THE E AND THEN BACK TO THE W; PERHAPS 20 DEGS EACH SIDE OF DUE S. WE HEARD NO ANNOUNCING INCOMING TFC AND MAINTAINED CLOUD SEPARATION AT ALL TIMES. AT ABOUT 4 MI OUT WE CHANGED OVER TO ALB AND HEARD A DIALOG INDICATING THAT APCH HAD DIVERTED AN INCOMING IFR FLT BECAUSE WE HAD ZIGZAGGED ACROSS THE INBOUND ILS COURSE AND WE ACTUALLY PASSED RIGHT OVER GANSE AT ABOUT 2900 FT. THE GS INTERCEPT THERE IS 2000 FT. THE OTHER CRAFT WAS VECTORED BACK TO THE FINAL AND LANDED WITHOUT INCIDENT. THE INCOMING PLT COMMENTED 'THAT WAS CLOSE' AND ALB AGREED AND HE FURTHER COMMENTED THAT HE COULDN'T BELIEVE WE WERE VFR. ALB SAID HE WAS BUSY AND SIGNED OFF WITHOUT FURTHER COMMENT. I DON'T KNOW WHETHER ANY RPTS WERE FILED OR NOT. WE NEVER SAW EACH OTHER AND I CLBED TO 10500 FT ON A HDG 210 DEGS AND FLEW HOME TO BLM IN NEW JERSEY WITHOUT INCIDENT. THERE WAS NO ISSUE OF AIRSPACE VIOLATION AND WE VIOLATED NO FARS BUT I CERTAINLY WAS FOOLISH NOT TO HAVE REALIZED THAT I WAS OUTBOUND ON A FAVORED INBOUND IFR ROUTING.
