AN LTT COMMUTER FLC LANDED WITH THE PARKING BRAKE SET. THE CAPT HAD SET THE BRAKE AT CRUISE WHILE ATTEMPTING TO TIGHTEN A PIN THAT ATTACHED THE HANDLE TO THE ACTUATING ROD. WHEN THE FLC RECEIVED VECTORS AND BEGAN THE DSCNT; THE FACT THAT THE BRAKE WAS SET WAS OVERLOOKED.

Synopsis

AN LTT COMMUTER FLC LANDED WITH THE PARKING BRAKE SET. THE CAPT HAD SET THE BRAKE AT CRUISE WHILE ATTEMPTING TO TIGHTEN A PIN THAT ATTACHED THE HANDLE TO THE ACTUATING ROD. WHEN THE FLC RECEIVED VECTORS AND BEGAN THE DSCNT; THE FACT THAT THE BRAKE WAS SET WAS OVERLOOKED.

Narrative

WE DEPARTED LAX FOR SAN. WHILE IN CRUISE FLT I PULLED THE PARKING BRAKE HANDLE UP TO PUSH IN ONE OF THE PINS THAT ATTACH THE HANDLE TO THE BRAKE LEVER. THE PINS ARE SOMETIMES EXTENDED OUT OF THE HANDLE AND OFTEN ARE SOMEWHAT SHARP ON YOUR FINGERS WHEN SETTING AND RELEASING THE BRAKE. AFTER PUSHING THE PIN BACK IN I WAS APPARENTLY DISTRACTED AND NEGLECTED TO RELEASE THE PARKING BRAKE. WE LANDED AT SAN. IT WAS THE FO'S LEG AND AFTER TOUCHDOWN HE COMMENTED THAT HE WAS HAVING DIFFICULTY KEEPING THE ACFT ON THE CTRLINE. I TOOK CTL OF THE ACFT WITH THE TILLER STEERING AND ALSO FOUND IT DIFFICULT TO STEER. SINCE WE WERE GOING STRAIGHT I DID NOT TRY TO RETURN TO THE CTRLINE. THE ACFT CAME TO REST APPROX HALFWAY BTWN THE CTRLINE AND THE RWY EDGE. I NOTIFIED THE TWR THAT WE WERE ON THE RWY AND UNABLE TO MOVE THE ACFT. THEY HAD US CHANGE TO GND FREQ FOR FURTHER COMS. THE EMER CREWS INFORMED US OF THE DAMAGED WHEELS AND TIRES AND THAT THERE WAS NO FIRE. GND CTL ASKED IF I HAD CONTACTED MY COMPANY TO ARRANGE FOR THE AIRPLANE TO BE REMOVED FROM THE RWY. I THEN SPOKE WITH THE FLT ATTENDANT AND TOLD HER ALL WAS OK AND NOT TO EVAC THE PAX. SHE SAID THAT EVERYONE WAS OK AND THEN MADE AN ANNOUNCEMENT TO THE PAX TO HAVE THEM REMAIN SEATED. I THEN CALLED MY COMPANY TO ARRANGE FOR MECHS TO REMOVE THE AIRPLANE FROM THE RWY. NEXT I MADE AN ANNOUNCEMENT TO THE PAX TO REASSURE THEM THAT THERE WAS NO DANGER AND THAT WE WOULD HAVE THEM DEPLANED AND TAKEN TO THE TERMINAL IN VANS AS SOON AS WE COULD ARRANGE IT. THE PAX DEPLANED AND SEEMED RELAXED AND JOVIAL. THE FO DID AN EXCELLENT JOB ASSISTING ME WITH COMS AND COMPLETING CHKLISTS. THE FLT ATTENDANT PERFORMED HER JOB PERFECTLY; KEEPING EVERYONE CALM AND ASSISTING WITH THE DEPLANING. THERE WAS NO FIRE OR INJURIES. THE DAMAGE WAS LIMITED TO 4 TIRES AND 4 WHEELS. THERE WAS NO EVAC; THE PAX EXITED THROUGH THE MAIN CABIN DOOR. SUPPLEMENTAL INFO FROM ACN 336266: ENRTE PRIOR TO DSCNT THE CAPT HAD RAISED THE PARKING BRAKE HANDLE TO PUSH THE PINS IN THAT CONNECT THE HANDLE TO THE ACTUATING ROD. I THOUGHT THE PARKING BRAKE HAD BEEN RELEASED WITHOUT LOOKING AT THE HANDLE TO VERIFY. SHORTLY THEREAFTER ATC BEGAN CLRING US DOWN WITH VECTORS TO BE FOLLOWED BY A NORMAL VISUAL APCH WITH ALL DEVS CORRECTED AND CHKLIST COMPLETED PRIOR TO 1 MI FINAL.
