AN ACR MLG CROSSED A RWY WHEN IT WAS SUPPOSED TO HOLD SHORT. THE ATCT TOOK FULL RESPONSIBILITY FOR THE IMPROPER COM.

Narrative

AFTER LNDG RWY 32 AT SRQ; TURNED OFF AT TXWY A1 TO JOIN PARALLEL TO RETURN TO TERMINAL. GND ADVISED 'HOLD SHORT RWY 22' WHICH WAS ACKNOWLEDGED. AS WE APCHED RWY 22; GND SAID 'CROSS RWY 22;' WHICH WE ACKNOWLEDGED. THE NEXT THING WE HEARD WAS '(GARBLE) RWY 22.' BY THIS TIME; WE WERE ABOUT TO ENTER RWY 22 AT NORMAL TAXI SPD. WE AGAIN ACKNOWLEDGED 'CLRED TO CROSS RWY 22.' SIMULTANEOUSLY; THE CAPT CLRED TO HIS L TO CHK FOR ANY ACFT ON RWY 22 AND INITIALLY SAW NONE. ONCE ON THE RWY; WE COULD SEE A LIGHT ACFT JUST TOUCHING DOWN. HE COULD NOT BE SEEN BEFORE BECAUSE HE WAS ALREADY BELOW THE TREE LINE. WE CONTINUED ACROSS THE RWY 22 AND TAXIED TO THE RAMP. AS SOON AS PAX DEPLANED; WE CALLED TWR SUPVR. HE AGREED TO PULL HIS TAPE TO SEE WHAT HAD OCCURRED. FROM WHAT WAS PLAYED BACK TO US; IT WAS APPARENT THAT THE GARBLED PORTION OF GND'S XMISSION WAS AN ATTEMPT TO TELL US TO HOLD SHORT OF RWY 22 AFTER IT WAS TOO LATE TO STOP WITHOUT ENTERING THE RWY. AFTER LENGTHY DISCUSSION; TWR SUPVR STATED THAT PROB WAS IN THE TWR. THE PROB WAS RESOLVED; AND NO FURTHER ACTION WOULD BE TAKEN. LESSON: WHEN YOU KNOW THERE ARE LIGHT ACFT ABOUT; BE EXTRA CAREFUL AND NEVER ASSUME A RWY IS CLR; EVEN IF TWR CLRS YOU TO CROSS.
