SMT CHARTER TURBOPROP HITS BLAST FENCE DURING LNDG ATTEMPT. SINK RATE HIGH AT LAST MOMENT. RPTRS CITE GUSTY WIND CONDITIONS; POSSIBLE WINDSHEAR.

Narrative

ON APCH TO LNDG AT PWK ARPT; ON RWY 34; WE WERE CIRCLING IN L TFC. CHKLISTS WERE COMPLETE BY DOWNWIND AND GEAR WAS DOWN AND LOCKED; WINDS WERE BEING RPTED OUT OF THE NE AT 14 KTS GUSTING TO 25 KTS. AFTER TURNING FINAL APCH WE WERE HIGH ON THE VASI BUT ADJUSTED QUICKLY AND FLEW DOWN THE APCH ON THE VASI DECREASING AIRSPD FROM 120 KTS TO 110 KTS; WHICH WAS APPROPRIATE. ON SHORT FINAL PERCEPTION AND VERT SPD INDICATORS INDICATED AN INCREASING DSCNT RATE. I APPLIED PWR TO TRY AND STAY ON THE VASI. THE AIRSPD WAS 100 KTS. THE CAPT SAID 'ADD PWR' AS I WAS INCREASING PWR. AT THAT TIME THE ACFT STRUCK THE BLAST FENCE. THE LNDG CONTINUED TO RWY 34. AFTER LNDG THE CAPT CALLED 'MY AIRPLANE' AND TAXIED THE ACFT OFF THE RWY. I BELIEVE A WINDSHEAR HAD AN EFFECT ON THE ACFT WHILE I ATTEMPTED TO STAY ON THE VASI. SUPPLEMENTAL INFO FROM ACN 337958: I FEEL THAT WIND DROP-OFF CONTRIBUTED TO THE DSCNT RATE INCREASE. VASI WAS FOLLOWED UNTIL DSCNT RATE INCREASED. AFTER TOUCHDON I ASSUMED CTL OF THE ACFT AND BROUGHT IT TO A STOP.
