MECH WELDER ACCOMPLISHED WELD REPAIR PER SVC BULLETIN. MAINT AUDITOR REQUESTED ADDITIONAL DOCUMENTATION.
Narrative
I AM A MECH WITH ACR A AND INCLUDED IN MY JOB DESCRIPTION I PERFORM WELDED REPAIRS FROM TIME TO TIME. ANOTHER ACR (B) A SUBSIDIARY OF MY ACR WHO OPERATE BEECHCRAFT 1900D ACFT; AND WHO HOLDS A REPAIR STATION CERTIFICATE FOR BEECHCRAFT 1900D ACFT. ON JUN/XX/96; ACR B REQUESTED THAT I PERFORM A WELDED REPAIR TO AN ENG COWLING SUPPORT BRACKET THAT WAS FOUND CRACKED DURING A DETAILED INSPECTION IN CONJUNCTION WITH BEECHCRAFT SVC BULLETIN; REVISION 7. THE SVC BULLETIN PERTAINED PRIMARILY TO THE INSPECTION OF THE ENG TRUSS ASSEMBLY AND DID NOT DIRECTLY COVER THE COWLING SUPPORT BRACKET THAT WAS WELDED TO THE TRUSS. THE SVC BULLETIN DID INDICATE THAT THE TRUSS ASSEMBLY WAS CONSTRUCTED FROM 4130 CHROMMOLY STEEL AND WAS WELDABLE IN ACCORDANCE WITH MAINT MANUAL. THE CRACK WAS LOCATED IN THE ORIGINAL WELD ATTACHING THE BRACKET TO THE TRUSS AND WAS NO LONGER THAN 1/4 INCH. I REMOVED THE PAINTED SURFACE; GROOVED THE CRACK AREA; REMOVING PART OF THE ORIGINAL WELD; PERFORMED THE WELDING USING 41-30 ALLOY STEEL WELDING ROD; MIL SPEC; MIL-B- 131H. UPON COMPLETION OF THE REPAIR; I REQUESTED THAT AN INSPECTOR FROM ACR A REVIEW THE REPAIR; WHICH WAS DONE; AND SUBSEQUENTLY I CLRED THE WORK ORDER DISCREPANCY AND RETURNED THE AIRPLANE TO ACR B. ACR B PERSONNEL COMPLETED ADDITIONAL PAPERWORK; INCLUDING AN FAA FORM 337 FOR THE REPAIR. ACR B THEN RELEASED THE ACFT FOR RETURN TO SVC. I WAS NOTIFIED 9 DAYS LATER THAT THE WELDED REPAIR DID NOT HAVE SUFFICIENT DOCUMENTATION APPROVING THE REPAIR. I AM NOT SURE WHY THE MAINT MANUAL WOULD NOT BE ACCEPTABLE DATA FOR THE REPAIR OF A SUPPORT BRACKET SINCE THE BEECH SVC BULLETIN REFERS WELDING TO THE MAINT MANUAL. I WOULD APPRECIATE ANY INFO THAT WOULD HELP ME UNDERSTAND WHAT WOULD HAVE BEEN MORE APPROPRIATE OR MORE ACCEPTABLE REPAIR CRITERIA IN THIS CASE.
