A WDB ACFT HAS A TCASII RA DURING CLBOUT FROM HONG KONG.

Narrative

DEPARTING HRG (VHHK) ON THE ELATO 1 ALPHA SID; WE WERE CLBING OUTBOUND ON THE 104 DEG RADIAL FROM CH VOR; PASSING APPROX 27000 FT WHEN WE REQUESTED DIRECT ELATO TO AVOID 2 CLOUD BUILDUPS LOCATED TO OUR L. THIS WAS DENIED AND WE WERE ASSIGNED A HDG OF 095 DEGS. THIS ALLOWED US TO CLR THE BUILDUPS TO THE R. SHORTLY AFTER WE REQUESTED A HDG OF 060 DEGS TO AVOID ANOTHER AREA OF SHOWERS AHEAD. THIS WAS APPROVED. WHEN WE WERE CLR OF THE SHOWERS; A CLR AREA APPEARED ON WHAT I TOOK TO BE THE RTE TO ELATO; WHICH WE REQUESTED AND HAD APPROVED. HOWEVER; AS WE TURNED DIRECT TO ELATO WE ENTERED THE COULDS ADJACENT TO THE SHOWERS. AS WE REACHED FL305 THE TCASII ANNOUNCED 'TFC' AND A YELLOW TA SYMBOL APPEARED HALF HIDDEN AT THE TOP OF THE VSI. IN ABOUT 5 SECONDS; IT TURNED RED AND BEGAN TO MOVE DOWN THE R SIDE OF THE INST TOWARDS US. THE VSI COMMANDED A 2000-2500 FPM DSCNT. I DISCONNECTED THE AUTOPLT AND AUTOTHROTTLES AND PITCHED OVER TO CAPTURE THE RATE OF DSCNT. THE TARGET PASSED ABOVE US AND TO THE R; APPROX 400 FT AND 1/2 MI. WE INFORMED ATC OF OUR DSCNT AND WERE TOLD TO TURN TO A HDG OF 360 DEGS AND LEVEL AT FL290. WE WERE THEN RECLRED BACK TO ELATO.
