HELI TOUR FLT ENCOUNTERED ANOTHER HELI TOUR FLT RESULTING IN NMAC. EVASIVE ACTION TAKEN. CTLR HAD GIVEN TA. BELL 206B.

Narrative

I DEPART FROM HNL AT XA00 AM; ON THE FREEWAY 3 DEP TO PUNCHBOWL. OVER PUNCHBOWL; THE CTLR ADVISED OF ANOTHER HELI (THE XYZ) ON THE SHORELINE 3 DEP. I SCAN TO LOOK FOR THE XYZ AND REQUESTED AND RECEIVED APPROVAL TO PROCEED FROM PUNCHBOWL SOUTHWARD TO THE ALA MOANA BEACH SHORELINE AND THEN EBOUND ALONG WAIKIKI BEACH. I MAINTAINED APPROX 1000 FT MSL AND KEPT SCANNING. I CLRED L AND MADE A 180 DEG TURN TO THE L TO PARALLEL WAIKIKI BEACH WBOUND. (THIS IS THE USUAL TOUR RTE). I PUT ON MY LNDG LIGHT SO THAT I WOULD BE MORE VISIBLE TO THE OTHER ACFT. THE PLT OF THE XYZ SAYS HE HAS MY ACFT IN SIGHT. WE ARE STILL IN CTLED AIRSPACE WITH HONOLULU DEP CTL (124.8). I AM NOW FACING W AND SLOWING AIRSPD TO PREPARE FOR A 180 DEG TURN TO THE R EBOUND TOWARDS DIAMOND HEAD. WHILE STILL SCANNING; I SEE THE XYZ AT 1 O'CLOCK POS; APPROX 100 FT LOWER IN ALT; AND HE PASSES OFF MY R SIDE WITHIN 200-300 FT BTWN MY ACFT AND THE WAIKIKI SHORELINE. I CAN SEE THE PAX AND PLT CLRLY. I'M PULLING MY ACFT TO THE L TO INCREASE DISTANCE BTWN ME AND THE OTHER HELI. THE CTLR HAD GIVEN AN ADVISORY ON THE OTHER HELI ONCE; IT WOULD HAVE HELPED IF HE COULD HAVE GIVEN ANOTHER WHILE THE 2 HELIS WERE CONVERGING ON THE SHORELINE. ALSO; IF THE OTHER PLT HAD ME IN SIGHT (AND I WAS STILL LOOKING FOR HIM); WHY DIDN'T HE ALSO TRY TO KEEP VISUAL SEPARATION INSTEAD OF DECIDING TO PASS SO CLOSE? THE HELI IS ALL WHITE; AND IT IS DIFFICULT TO PICK OUT THE HELI FROM THE HONOLULU CITY BUILDINGS AND SKYLINE.
