LOSS OF ACFT CTL IN A RAMP OP AS BRAKES AND NOSEWHEEL STEERING FAIL ON A SINGLE ENG TAXI PROC. ACFT DAMAGE.

Narrative

CAME OUT TO AIRPLANE; AND PERFORMED NORMAL PREFLT DUTIES; WHILE FO DID HIS PREFLT. WITH EVERYTHING NORMAL; CONTINUED WITH ACCEPTANCE CHKLIST AND BEFORE START CHKLIST. PROCEEDED TO START #2 ENG (INTERNAL START) WITH EVERYTHING NORMAL. I THEN WENT THROUGH MY AFTER START FLOW AND TOLD THE FO THAT LET'S MOVE AWAY FROM THE HANGAR; SO THE MECHS DON'T HAVE TO LISTEN TO THE NOISE. I THEN PROCEEDED TO TAXI SINGLE ENG AWAY FROM THE HANGAR; WITH THE INTENTION OF STOPPING 100 YARDS OR SO. THEN AFTER THE BATTERIES RECOVERED; START #1 ENG AND TAXI TO THE RWY. AFTER MOVING FORWARD A LITTLE; I REALIZED THE STEERING TILLER HAD NO RESPONSE. I THEN WENT TO USE THE TOE BRAKES AND GOT NO RESPONSE THERE EITHER. AT THIS POINT; I TRIED THE EMER PARKING BRAKE; WHICH HAD NO RESPONSE EITHER. AT THIS POINT; I REALIZED WE WERE GOING TO HIT THE HANGAR; SO I SHUT DOWN #2 ENG AND COASTED TO A STOP.
