Narrative
THE PLT OF A BEECH BARON CALLED LCH APCH AND ASKED FOR RADAR FLT FOLLOWING FROM LCH TO AAP. A FLT PLAN WAS ENTERED IN THE FDIO EQUIP; SHOWING THE ACFT TO BE AT THE LCH 253 DEG RADIAL; 29 MI DME FIX. THIS IS WELL WITHIN LCH AIRSPACE; AS THE ALT OF THE ACFT WAS ENTERED AT 8500 FT. IMMEDIATELY AFTERWARD; THE PLT REQUESTED A VFR DSCNT TO 6500 FT; WHICH WOULD PUT THE ACFT IN BPT APCH'S AIRSPACE. WHEN THE ATTEMPT WAS MADE TO AMEND THE ALT TO 6500 FT VIA THE FDIO EQUIP; WE RECEIVED THE MESSAGE 'NOT YOUR CTL.' THE ACFT WAS WITHIN LCH AIRSPACE; ON OUR FREQ; AND ON OUR ARTS TAG. WE BELIEVE THIS MESSAGE OCCURRED BECAUSE OF FAILURE OF THE ZHU COMPUTER TO INTERACT CORRECTLY WITH OUR ARTS PROGRAM. WHEN THIS FAILURE OCCURS; AN APCH CTLR IS DISTRACTED FROM HIS DUTIES BY HAVING TO CALL THE CTR AND HAVE THEM MAKE THE AMENDMENT. IT ALSO DISTRACTS THE CTR CTLR FROM HIS SEPARATION DUTIES. THIS HAS BEEN AN ONGOING PROB FOR ACFT UNDER VFR AND IFR FLT PLANS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ANALYST CALLED A CTR AUTOMATION SPECIALIST WHO SUPPORTED ANALYST'S UNDERSTANDING THAT ONCE A CTR FLT PLAN IS ACTIVATED (TRACK FILE STARTED IN THE CTR) NO CHANGES MAY BE MADE TO THE FLT PLAN BY OTHER FACILITIES USING THE FDIO. ANALYST CONTACTED RPTR AND REFERRED TO THE INFO RECEIVED FROM THE CTR AUTOMATION SPECIALIST THAT ONCE A FLT PLAN IS ACTIVATED THE 'NOT YOUR CTL' MESSAGE WOULD BE RECEIVED ANY TIME AN ATTEMPT IS MADE TO CHANGE THE FLT PLAN THROUGH THE FDIO. RPTR WAS RESPONSIVE AND INDICATED APPRECIATION FOR THE INFO.
