CTLR STATES THAT A ZNY ARR PROC TO PHL HAS BEEN CHANGED CAUSING INCREASED COORD; CONFUSION AND UNNECESSARY FREQ CHANGES TO THE USERS.

Narrative

PRIOR TO JUN/96; ZNY GAVE PHL TFC TO ABE APCH CTL AT 9000 FT. ABE WOULD THEN DSND THIS TFC AND EFFECT A HDOF TO PHL APCH AT LOWER ALTS. STARTING IN JUN/96 ZNY IS NOW HANDING OFF THIS TURBOPROP TFC (LNDG AT PHL) AT 9000 FT TO AVP N OF ABE AIRSPACE. AVP APCH IS THEN DSNDING THIS TFC TO 8000 FT AND GIVING IT TO ABE AT 8000 FT. QUITE FREQUENTLY AVP IS UNABLE TO DSND THIS TFC TO 8000 FT PRIOR TO THE ABE/AVP BOUNDARY. AS A RESULT; THE AVP CTLRS ARE CONSTANTLY CALLING FOR AN APPROVAL TO DSND INTO ABE AIRSPACE. THIS TAKES THE ABE CTLR'S ATTN AWAY FROM THEIR TFC ON A CONSISTENT BASIS AND ALSO INCREASES THE WORKLOAD FOR ABE. ON MANY OCCASIONS ZNY STILL GIVES THIS TFC TO ABE AT 9000 FT. HENCE; ABE GETS A 'DOUBLE FEED' OF PHL TFC AND MUST EXCESSIVELY VECTOR TO MEET INTRAIL RESTRS. THIS DUMPING OF TFC ONTO ABE IS UNSAFE AND UNNECESSARY. NOW ABE MUST CONSTANTLY GUESS AT WHAT ALT THE TFC WILL BE DELIVERED OR APPROVE AVP APPREQS TO DSND INTO ABE'S AIRSPACE. THIS PROC IS FILLED WITH UNNECESSARY AND EXCESSIVE FREQ CHANGES FOR THE ACFT OR EXCESSIVE VECTORING FOR INTRAILS THAT WERE NOT MET PRIOR TO ABE AIRSPACE. THIS PROC IS UNSAFE AND SHOULD BE CORRECTED IMMEDIATELY.
