INSTRUCTOR WITH SPI FAILS TO HEAR CLRNC TO EXTEND DOWNWIND AND CUTS OUT ANOTHER ACFT ON FINAL. CTLR INTERVENES WITH A GAR.

Narrative

WE WERE IN THE TFC PATTERN AT ROC DOING TOUCH AND GOES WITH 3 OTHER ACFT ON RWY 7. WE HAD BEEN TOLD TO CROSS RWY 4 DURING OUR APCH BECAUSE OF JET TFC. MY STUDENT WAS CLOSE TO RWY 4 AND I WAS INSTRUCTING HIM TO TURN BASE TO COMPLY WITH ATC INSTRUCTIONS. AT THIS POINT I WAS GIVEN INSTRUCTIONS TO EXTEND DOWNWIND BUT MISSED THE CALL BECAUSE OF MY CONCERN OVER MY STUDENT XING RWY 4. ANOTHER ACFT WAS TO SNEAK IN BEFORE US; BUT WE DID NOT EXTEND DOWNWIND ENOUGH BECAUSE I DID NOT WANT TO CROSS RWY 4. NEEDLESS TO SAY; THERE WAS A LOT OF CONFUSION AND WE HAD TO DO A GAR BECAUSE WE HAD CUT IN FRONT OF THE OTHER ACFT. I BELIEVE THERE WERE TOO MANY ACFT IN THE PATTERN AND APCHING TO LAND FROM EVERY DIRECTION. THE TWR CTLR WAS CLRLY OVERLOADED AND DID THE BEST HE COULD. NOT ENOUGH TIME WAS GIVEN TO LOOK FOR OTHER TFC AND OTHER ACFT WERE FORCED TO DO GARS AS WELL. WE HAD CONTINUED DOING TOUCH AND GOES AND WERE TOLD WE HAD CUT OFF ANOTHER ACFT ENTERING THE PATTERN ON THE DOWNWIND. WE WERE NEVER ADVISED TO FOLLOW THIS ACFT ON OUR UPWIND OR AT ANY OTHER TIME. AGAIN; I FEEL THIS WAS CAUSED BY THE CTLR WHO WAS OVERLOADED AND BY THE PLTS INCLUDING ME WHO WERE CONFUSED AT TIMES AND COULD NOT VERIFY INSTRUCTIONS BECAUSE THE RADIO WAS SO BUSY.
