A COMMUTER ACFT MAKING A VISUAL APCH GETS A TCASII RA FROM A MIL TRAINER ACFT AND A GPWS ALERT DUE TO STEEP DSCNT.
Narrative
THE FLT WAS BEING VECTORED BY APCH BECAUSE SPS VOR WAS OTS. LAST ASSIGNED ALT WAS 3000 FT MSL AND ON RADAR VECTORS; HDG 360 DEGS. AT THE APPROX LOCATION OF THE SPS VOR; THE FLT WAS ASSIGNED A 090 DEG HDG; AND ATC ASKED IF THE SPS ARPT WAS IN SIGHT. THE FO REPLIED THAT IT WAS; AND THE FLT WAS SUBSEQUENTLY CLRED FOR THE VISUAL APCH TO RWY 17. I COMMANDED THE AUTOPLT TO TURN TO A 090 DEG HDG; AND BEGAN A DSCNT TO 2300 FT MSL; THE PUBLISHED ALT FOR THE VISUAL APCH. AS THE ACFT HDG PASSED THROUGH 070 DEGS; AND AT AN ALT OF 2800 FT; ATC SAID THAT WE HAD MIL TRAINING TFC JUST OFF OUR R; AND THAT WE SHOULD IMMEDIATELY TURN BACK TO 360 DEGS. THE TCASII THEN GAVE AN RA TO DSND; AND THE DSCNT RATE WAS INCREASED TO COMPLY WITH THE RED ARC ON THE VSI. ABOUT 5 SECONDS LATER; THE GPWS GAVE A TERRAIN WARNING; AND THE DSCNT RATE WAS ARRESTED. THE FO RPTED SEEING THE TFC PASS OVERHEAD. I SUGGEST THAT IF AIRLINE OPS ARE TO CONTINUE INTO THIS ARPT; THE TRAINING ACFT NEED TO BE SEGREGATED FROM THE AIRLINERS PROPERLY; AND ATC NEEDS FURTHER TRAINING AS TO THE MANEUVERABILITY OF LARGE ACFT.
