Narrative
AT APPROX XA30 HRS; I TOOK OFF FROM 74S AFTER ANNOUNCING ON CTAF THAT I WAS DEPARTING RWY 18. RWY 18 HAS A R HAND TFC PATTERN. A R TURN WAS MADE TO THE XWIND LEG AFTER REACHING THE SHORELINE AND CLB WAS CONTINUED. AT APPROX 900 FT MSL; THE PLT IN THE R SEAT (A RETIRED MAJOR AIRLINE CAPT) SIGHTED A BONANZA AT THE 10 O'CLOCK POS.I SAW THE ACFT AT THE SAME TIME AND NOTED THAT IT HAD STARTED A R TURN. THE SUBJECT ACFT WAS ABOUT 25 FT VERTLY AND 200 FT HORIZLY AWAY FROM OUR POS. THERE WAS NO TIME FOR EVASIVE ACTION ON MY PART. I DID NOT HEAR THIS ACFT MAKE ANY RADIO CALLS ON CTAF. I CONTACTED THE APCH CTL OF THE CLASS C AIRSPACE. HE ADVISED ME OF 3 ACFT IN THE PROX OF 74S AND DID NOT MENTION THAT HE WAS IN CONTACT WITH SUBJECT ACFT. IF SUBJECT ACFT WAS ENTERING THE R DOWNWIND FOR RWY 18 HE WAS COMING FROM CLASS C AIRSPACE WHICH HAS A FLOOR OF 1300 FT MSL AND AT THE XWIND POS FOR DEPARTING ACFT. THE ENTRY TO THE R HAND DOWNWIND LEG AT AN UNCTLED ARPT SHOULD BE AT A 45 DEG ANGLE TO THE DOWNWIND LEG AT MID-FIELD. SUGGESTED CORRECTIVE ACTION: EDUCATE PLTS ON CORRECT ENTRY PROCS TO TFC PATTERNS AT UNCTLED ARPTS DURING BIENNIAL FLT REVIEWS. ALSO ADVISE PLTS DURING THE BIENNIAL FLT REVIEW THAT CURRENT UP TO DATE CHARTS AND ARPT DIRECTORIES SHOULD BE USED AND VIEWED FOR CORRECT FREQS AND OTHER DATA. (THE CTAF FOR THIS AND OTHER ISLAND ARPTS IN THE SAN JUANS WAS CHANGED RECENTLY. THERE ARE STILL TRANSIENT PLTS USING THE OLD FREQ.)
