FLC OF AN FK10 MADE AN EVASIVE TURN TO ASSURE SEPARATION WITH A SKYDIVING ACFT AND JUMPERS 'AWAY' OVER AN ARR RTE INTO DFW. THE ARR RTE IS APPROX 40 MI NE OF DFW AND ALMOST DIRECTLY OVER THE SKYDIVING ARPT OF TRI-COUNTY. THERE IS NOT ONLY MAJOR SKYDIVING CONDUCTED THERE; BUT THERE ARE 5 RTES LEADING INTO THE NEARBY BONHAM VORTAC 5 MI AWAY WHICH FUNNELS MAJOR TFC OVER THIS AREA.

Narrative

ACFT #2 WAS A FLT OF 6 JUMP PLANES ORBITING OVER AN ARR RTE. ACFT #2 CHKED ON WANTING ADVISORIES; CLBING TO 15000 FT ADVISED JUMPERS WOULD BE OUT IN 6 MINS. I ADVISED NUMEROUS JET ACFT WERE DSNDING OVER THE BYP 1 ARR INTO DFW. ACFT #2 THEN ADVISED 2 MIN WARNING TO JUMPERS AWAY. I CALLED OUT JET AND PROP ACFT THAT WOULD BE A FACTOR. ACFT #2 WENT BACK OUTBOUND WAITING 2 OR 3 MINS FOR ACFT TO CLR. I ADVISED ACFT #2 ARR ACFT EXTENDED OUT OVER 100 MI. ACFT #2 REQUESTED I MOVE THE ARR ACFT. I TOLD HIM UNABLE. ACFT #2 THEN ADVISED 2 MIN WARNING TO JUMPERS AWAY RIGHT OVER THE ARR RTE. I ADVISED ACFT #2 AN MD80 WAS 5 MI E OF HIS POS; A B727 WAS 11 MI E OF HIS POS AND AN SFW34 WAS 3 MI E OF HIS POS; ALL DSNDING SWBOUND. APPROX 30 SECONDS LATER; ACFT #2 ADVISED JUMPERS WERE AWAY AT 150 FT AND HE WAS DSNDING. ACFT #1; WHICH WAS THE MD80; WAS NOW 2 MI E OF HIS POS AND HAD TO DEVIATE OFF THE ARR TO AVOID JUMP PLANE AND JUMPERS. THIS IS HAPPENING QUITE FREQUENTLY. ON OCT/XX/96; 2 JET ACFT HAD TO DO TCASII RESOLUTIONS TO AVOID JUMP ACFT. THESE JUMP ACFT ARE ALSO REQUESTING CLRNC FROM CTLRS TO RELEASE JUMPERS WHICH WE CANNOT GIVE. UNLESS THESE JUMP ACFT MOVE THEIR OP FROM THE TRI-COUNTY ARPT; A SAFETY HAZARD EXISTS EVERY TIME THEY GO UP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE SKYDIVING PLTS MET WITH ATC TO DISCUSS THIS MATTER; BUT THAT THERE WERE NO NEW PROCS DESIGNED FOR FUTURE USE. THE ONLY THING CHANGED WAS THAT THE SKYDIVING JUMP ACFT PLTS ARE ASKING FOR ADVISORIES MORE AND ALSO ASKING THAT ATC RERTE THE ARRIVING ACFT AROUND THEIR LOCATION. IT WAS POINTED OUT THAT SHE COULD NOT ALWAYS RERTE THE ACFT SINCE THERE IS MANY TIMES A MOVEMENT OF ANY KIND WOULD RESULT IN A CONFLICT WITH OTHER NEARBY ARRIVING ACFT. IN ADDITION; THERE ARE PIREPS THAT JUMPERS ARE OBSERVED JUMPING OVER A SOLID UNDERCAST OF CLOUDS. RPTR BELIEVES THAT THE LOCATION IS NOT APPROPRIATE DUE TO THE DENSITY OF TFC FOR SKYDIVING JUMPERS.
