NMAC DUE TO PROX TO VFR TFC WHILE RESPONDING TO 3 DSND CLB TCASII RA'S. NO TFC HAD BEEN ISSUED BY THE CTLR PRIOR TO FREQ CHANGE TO ANOTHER CTLR. SECOND CTLR ASKED WHETHER PREVIOUS CTLR HAD ISSUED THE TFC.

Narrative

MY ACFT WAS CLRED OUT OF BUR ON THE ELMO 5 DEP TO JOIN V- 186 (SE) AND TO EXPECT RV TO JOIN V-23 SLI DIRECT LGB. WHILE ON V-186 APPROX 6 NM PAST ELMO INTXN; ATC (SOCAL) STATED; 'THE FOLLOW-ON ATC FACILITY IS NOT READY TO ACCEPT YOUR HDOF; TURN L IMMEDIATELY TO HDG 270 DEGS.' AFTER PASSING 350 DEGS; ATC CAME BACK AND STATED; 'SOCAL IS NOW READY FOR YOU; MAKE A R TURN AND PROCEED OWN NAV TO REJOIN V-186; CONTACT SOCAL ON X FREQ.' AS WE MADE THE R TURN; WE RECEIVED A TCASII RA WITH A DSND/DSND COMMAND. WE COMPLIED ONLY TO RECEIVE A SUBSEQUENT RA WITH CLB COMMANDS. BEFORE I COULD CONTACT SOCAL WE RECEIVED OUR THIRD RA. AFTER THE 3 MANEUVERING EVENTS I MADE CONTACT WITH SOCAL. THE NEW CTLR ASKED; 'DIDN'T THE PREVIOUS CTLR ISSUE TA'S?' MY ANSWER WAS NO. WE PROBABLY DIDN'T DEVIATE MORE THAN PLUS OR MINUS 600 FT FROM OUR ASSIGNED 7000 FT ALT. BASICALLY; A LOT TOOK PLACE DURING THE VECTOR OFF V- 186. UNFORTUNATELY; MOST OF THE MANEUVERING (TCASII RA) HAPPENED DURING A FREQ CHANGE AND WITHOUT ANY TA'S FROM ATC.
