Narrative
AFTER PRACTICING 3 POINT LNDGS AT AN OUTLYING FIELD FOR MY TAILWHEEL ENDORSEMENT WE STARTED A RETURN FLT TO THE GRAND FORKS ARPT. WE CHKED ATIS AND THE WINDS WERE OUT OF THE NW GUSTING TO 30 KTS. TWR TELLS US TO ENTER THE PATTERN FOR RWY 26. MY INSTRUCTOR WANTED TO DEMONSTRATE A WHEEL LNDG TO ME AND TOLD ME TO FOLLOW THROUGH ON THE CTLS. ON SHORT FINAL I CALLED FOR A WIND CHK. TWR REQUESTED WINDS WERE 290 DEGS 15 KTS GUSTING 30 KTS. BECAUSE OF THE GUSTY CONDITIONS; MY INSTRUCTOR SAID THIS WAS GOING TO BE A FULL STOP. AS WE DECELERATED TWR TOLD US TO EXIT B1 WHICH IS A L TURN OFF OF THE RWY. THERE WAS ANOTHER ACFT ON FINAL. AS WE STARTED TO MAKE THE L TURN I GAVE THE ACFT L RUDDER AND BRAKE. THE AIRPLANE ONLY TURNED ABOUT 45 DEGS OF THE 90 DEG TURN. AS THE AIRPLANE SLOWLY HEADED FOR THE MEDIAN BTWN THE TXWY AND RWY; I STOPPED THE ACFT AND TOLD MY INSTRUCTOR THAT THE AIRPLANE WAS NOT RESPONDING TO MY CTL INPUTS. WITH THE STICK IN THE FULL AFT POS AND THE AIRPLANE STOPPED ON THE RWY; MY INSTRUCTOR TOOK THE THROTTLE FROM IDLE AND APPLIED SOME PWR TO GET THE PLANE ROLLING AGAIN BUT WITH L RUDDER AND BRAKE STILL APPLIED. WITH A STRONG GUST OF WIND AND THE APPLIED PWR THE TAIL BEGAN TO RISE AND THE PROP STRUCK THE PAVEMENT AND THE ENG STOPPED TURNING. THE ACFT ON SHORT FINAL WAS TOLD TO GAR AND THEN WE WERE TOWED CLR OF THE RWY AFTER A BRIEF PERIOD.
