Narrative
PREFLTED ACFT IN DARKNESS WITH AID OF 2 'D' CELL FLASHLIGHT. FOUND TAPE ON PITOT STATIC SYS STATIC PORTS AND REMOVED IT; DURING THE ACFT PREFLT. AIRSPD INDICATIONS WENT TO ZERO AFTER TKOF. UNEVENTFUL LNDG MADE AFTER A 5 MIN FLT. POSTFLT INSPECTION REVEALED TAPE ON PITOT TUBES. ERROR CHAIN: AIRPLANE WAS WASHED AT NIGHT. TAPE USED INSTEAD OF PITOT TUBE COVERS. INSPECTOR DID NOT INSPECT WORK AFTER WASHING. PLT DID NOT DISCOVER PITOT TUBE TAPE BUT DID FIND TAPE ON STATIC PORTS. SUPPLEMENTAL INFO FROM ACN 351547: THE CAPT AND I EXCHANGED GREETINGS AND HE COMMENTED TO ME THAT HE 'GOT THE OUTSIDE;' MEANING HE HAD THE EXTERIOR PREFLT OF THE ACFT COVERED. THE CAPT BRIEF WAS STANDARD. HE WANTED ONLY ONE CALLOUT ON TKOF; 'POWER SET.' AT TORQUE SETTING I CALLED; 'POWER SET' WITHIN 4 SECONDS WE ROTATED. I LOOKED AT MY AIRSPD INDICATOR AND NOTICED IT READ BELOW ZERO. I LEANED BACK TO TRY AND LOOK AT THE CAPT'S AIRSPD INDICATOR. IT APPEARED TO BE UP. I STATED TO THE CAPT 'I'M NOT GETTING ANY AIRSPD.' WE AGREED TO CLEAN UP AND COME BACK AROUND FOR A LNDG. WE LANDED WITHOUT INCIDENCE. I FEEL THAT PUTTING TAPE OVER FLT COMPONENTS IS DANGEROUS AND ANOTHER METHOD SHOULD BE USED. STANDARD CALLOUTS ON TKOF WOULD BE HELPFUL EXAMPLE; 'V1; ROTATE.'
