Narrative
ON NOV/XX/96 AT APPROX XA35Z SEVERE TURB AND WINDSHEAR WERE ENCOUNTERED WHICH RESULTED IN PARTIAL LOSS OF CTL OF THE ACFT AND LOSS OF ALT OF APPROX 2000 FT. THIS SIT RESULTED FROM A SID OUT OF MMU ENRTE TO IAD. WX AT THE TIME WAS A BROKEN DECK OF CLOUDS OUT OF MMU AT APPROX 1700 FT; TOPS AT 2400 FT. A HIGHER OVCST LAYER OF CLOUDS WAS ESTIMATED AT FL300. A SID WAS MADE WITH RADAR VECTORS TO PARKE INTXN AT AN ASSIGNED ALT OF 14000 FT. ON DEP; WIND DIRECTION VELOCITY WAS NOTED AT 7000 FT OF BEING 210 DEGS AT 63 KTS. AT 12000 FT WIND WAS 238 DEGS AT 74 KTS; LIGHT TO OCCASIONALLY MODERATE TURB WAS ENCOUNTERED ON CLBOUT. REACHING 14000 FT AT PARKE; SEVERE TURB AND WINDSHEAR WERE ENCOUNTERED. WIND DIRECTION AND SPD AT THAT TIME WAS 248 DEGS AT 132 KTS. THE ACFT BEGAN A DSCNT AND TURNED TO THE L WHICH WAS UNCTLABLE WITH AILERON AND ELEVATOR. WE REQUESTED FROM CTR A DSCNT CLRNC. AT ONE POINT THERE WAS A 50 KT FLUCTUATION IN AIRSPD NOTICED. THE RAPID DSCNT WAS STOPPED AT APPROX 11700 FT. CTR HAD EVENTUALLY CLRED US TO 12000 FT. WE CLBED BACK TO 12000 FT AS ASSIGNED ALT AND ENCOUNTERED LIGHT TO MODERATE CHOP. WE CONTINUED OUR TRIP UNEVENTFULLY AND CONTACTED ZNY BY PHONE TO RPT THE INCIDENT.
