SMT PLT FAILS TO HOLD SHORT OF A XING RWY AT DCA WHEN RESTR WAS PART OF A LNDG CLRNC. PLT DEV.

Narrative

BECAUSE OF THE FACT THAT DCA HAS A RESERVATION SYS; ABOUT THE ONLY WAY A GA PLANE CAN GET INTO THE ARPT IS TO FILE IFR TO DULLES AND WHEN YOU ARE BELOW THE CLOUDS; CANCEL IFR AND GO TO DCA VFR. I DO NOT LIKE IT OR CONSIDER IT SAFE BUT THAT IS WHAT WE ARE STUCK WITH FOR NOW. THE CLOUDS WERE AT 3000 FT BROKEN. I ADVISED THE FIRST DULLES APCH CTLR OF MY INTENT AND HE PUT ME ON A HDG FOR THE E SIDE OF THE ARPT RWY 1R ILS. WHEN I CANCELLED WITH THE NEXT CTLR; HE WAS 'UPSET' BECAUSE HE DID NOT KNOW WHAT I WAS GOING TO DO. HE THEN TOLD ME TO 'MAINTAIN VFR AT OR BELOW 3000 FT.' I THEN WENT TO DCA APCH AND WAS VECTORED FOR THE ARPT. I THEN WAS YELLED AT FOR BEING AT 1500 FT (MY VFR DSCNT TO DCA). SHE TOLD ME THAT SHE DID NOT GIVE ME PERMISSION TO DSND VFR BELOW 3000 FT. I WAS THEN TOLD TO 'KEEP MY SPD UP ALL THE WAY DOWN' AND WAS GIVEN THE TWR 1/2 MI OFF END OF RWY 3. TWR THEN CLRS ME TO LAND BUT WANTS ME TO HOLD SHORT OF RWY 30. I TRY BUT WITH THE SPD THAT APCH WANTS; VERSUS THE SHORT LNDG THAT THE TWR WANTS; I WENT JUST OVER THE HOLD SHORT LINES AND TWR SENT A PLANE AROUND ON RWY 30. THIS IS NOT A FUN WAY TO FLY! VFR APCHS TO DCA SHOULD BE PUBLISHED SO WE KNOW WHAT TO EXPECT AND WHERE TO FLY!
