Narrative
THE PROB AROSE WHILE EXECUTING THE ILS RWY 25 AT TOLEDO EXPRESS; TOLEDO; OH. THE SW2 WAS ON A PART 91 LEG; WAS IMC AT THE FAF; ON LOC AND ON GLIDE WHEN THE BEFORE LNDG CHKLIST WAS COMPLETED; FLAPS SET; GEAR DOWN. THE SW2 BROKE OUT ABOVE DECISION HT AND THE APCH CONTINUED IN GOOD VISIBILITY WITH VARIABLE CLOUDS BELOW THE CEILING. VISUAL CONTACT WAS LOST AND A MISSED APCH WAS BEGUN. CLB PWR WAS ADDED; FLAPS 20 DEGS; AT A POSITIVE RATE THE GEAR WAS RETRACTED. AT THIS TIME; BEFORE A RADIO CALL WAS MADE; THE ACFT WAS AGAIN IN THE CLR; BELOW DECISION HT AND NOT IN LNDG CONFIGN. I THOUGHT ABOUT RELOWERING THE GEAR AND FLAPS BUT DECIDED THAT IT WAS SAFER TO CONTINUE THE MISSED APCH THAN TO TRY AND LAND BECAUSE MY POS AT THE TIME WOULD HAVE; AT BEST; LED TO A LONG LNDG. BEFORE I COULD RADIO MY INTENTIONS TO THE TWR THEY RADIOED ME TO GAR; THAT MY GEAR WAS UP. I SAID ROGER AND THANKED THEM. I THOUGHT I WAS IN TROUBLE FOR NOT CALLING SOONER. I HANDLED THE COMS BADLY AND SAID MY GEAR SHOWED IT WAS DOWN AND LOCKED. I WENT AROUND AND SHOT ANOTHER APCH TO A FULL STOP LNDG. THEY NEVER ASKED FOR THE FULL STORY OR TO CALL THEM; BUT THEN AGAIN I NEVER OFFERED. I COULD HAVE EXPLAINED THE SIT BETTER TO THEM.
